Stalin’s Approach in Crimea • Joseph Stalin removed the Tatar population of the Crimean population in the 1944. • The expulsion of Tatars made ethnic Russians the majority in the province. • Additionally, removing Tatars from Crimea made the Ukraine more homogenous with Russia. • After the removal of Tatars there were estimated to be 3 Russians to each Ukrainian.

Crimea to the Ukraine • February 19th,1954: The Crimean region was transferred from the Russian control to the Ukrainian Soviet Socialist Republic • This was seen as a diplomatic maneuver to signify the long term cooperation of the Soviet Union with the Ukrainian satellite and to possibly stimulate further economic and social development both internally and between the two entities. • The Russian and Ukrainian populations more than doubled during this period: by 1989, there were 1.6 million Russians and 626,000 Ukrainians living in Crimea.

Fall of USSR: Relationship Between Ukraine and Russia • Tatar population returned to Crimea under former Soviet leader Mikhail Gorbachev and became Ukrainian nationals after that country won independence from the Soviet Union in 1991. • In 1991, The Soviet Union separates into 15 different countries. • Crimea still held strong ties to Russia. When Ukraine held a referendum on independence in December 1991, 54 percent of Crimean voters favored independence from Russia. It was a majority, but the lowest one found in Ukraine. • In 1997, Ukraine and Russia signed a bilateral Treaty on Friendship, Cooperation and Partnership, which formally allowed Russia to keep its Black Sea Fleet in Sevastopol.

  5. Vladimir Putin Reflects on the Past • Allowing Crimea to join the Ukraine in 1954 was a mistake. • “Everything in Crimea speaks of our shared history and pride. This is the location of ancient Khersones, where Prince Vladimir was baptized. His spiritual feat of adopting Orthodoxy predetermined the overall basis of the culture, civilization and human values that unite the peoples of Russia, Ukraine and Belarus.” • Crimea is a part of Russia both ethnically and culturally
