  2. Purpose State Law The Texas Local Government Code requires cities to maintain a Three-Year Annexation Plan. The City of Abilene has adopted a Three Year Annexation Plan including approximately 3,500 acres southeast of the current city limits.

  8. Purpose City’s Comprehensive Plan • Specifically addresses the use of annexation as a tool to: • manage future growth of the City • ensure fiscal responsibility • plan for cost-effective expansion of infrastructure systems

  9. Why Annex? • From Texas Municipal League / Perryman Group Report on Annexation Policy in Texas (April 2003): “The capacity to annex emerging areas of development into a central city is often critical to the ongoing sustainability of a metropolitan area. Suburban expansion imposes greater burdens on the infrastructure and facilities…. In the absence of a mechanism to recoup the resulting incremental expenses, a negative externality is created which ultimately limits prospects and capacity for growth of the entire area.”

Three-Year Annexation Plan Timeline December 7, 2006Date of adoption February 28, 2007 Formal request to service providers for information regarding types & levels of service currently being provided March 7, 2007 Property owner notification & posting of plan on website May 29, 2007 All inventories received from service providers August 4, 2007 Deadline for compiling full service inventory and posting for public review November 2, 2007 Deadline for holding two public hearings

December 12, 2007 Request the county commissioners court to appoint five representative from the proposed area to participate in negotiations in preparation of the Final Service Plan Spring 2008 Negotiate service plan with County Annexation Committee June 1, 2008 Final Service Plan must be completed and posted for public review ~ Waiting period before Annexation Ordinance can be considered by the Council ~ December 7, 2009 –Final Annexation proceedings January 7, 2010

  12. What is a Service Plan? • An inventory of services and facilities to be provided in an Annexation Area: • Police protection; • Fire protection; • Solid waste collection; • Maintenance of (public) parks, playgrounds, and swimming pools; • Maintenance of any other publicly owned facility, building, or service;

  13. What is a Service Plan? (cont.) • Water facilities; • Wastewater facilities; • Maintenance of (public) roads and streets, including street lighting; and • Drainage facilities. • Anything else?? What is your desired outcome for each of these?
