Per Diem Rates • Authorized per diem rates in accordance with Joint Travel Regulation (JTR) are paid for hotels and meals when NOT provided by the government • When TDY to OCONUS location $3.50 per day is paid when lodging and meals are provided by the government (field conditions) • Annotation of government meals on voucher is mandatory to preclude fraud

Travel Vouchers - Filing Requirements • In accordance with Joint Travel Regulation (JTR), partial settlement vouchers may be submitted every 30 days (this is a recommendation not a requirement) • A final settlement voucher must be submitted upon return to CONUS • If TDY orders are processed through DTS the partial • and final vouchers must be filed through DTS • Automatic filing of partial vouchers can be set • up in DTS

  5. Travel Vouchers - Documentation • When TDY orders are prepared manually a signed and dated DD Form 1351-2 with any receipts must be submitted • ALL vouchers must include: • A copy of page 1 and 2 of your Travel Orders, (to include any and all Amendments) • Your email address and a telephone number where you may be reached • It is also recommended that you provide your current • EFT data along with your first voucher

  7. Travel Vouchers - Payments • Funds will be directly deposited to your specified • account through Electronic Funds Transfer (EFT) • if authorized on your DD Form 1351-2 • Split Disbursement must be authorized by you on the DD Form 1351-2 to pay your Government Travel Card expenses

Danger Pay • Additional compensation of up to 35 percent over basic compensation granted to employees for service at a designated danger pay post. • Established by the Department of State and subject to change on a biweekly basis • Effective if at an eligible post for at least four consecutive hours • NOT subject to Executive Level II pay cap

Post Hardship Differential • Percent of BASIC Pay (5 to 35% currently 35%) • Established by the Department of State and subject to change on a biweekly basis • Effective on the 43rd consecutive day of detail* • Post Hardship Differential PLUS salary may not exceed Executive Level II • Non-foreign Allowance plus Post Hardship Differential may not exceed maximum of 25%

Standard Form 1190 • Use SF Form 1190 to apply for Foreign Allowances • File a single SF 1190 (Blocks 1, 2, 3, 5, 7, 16, 17, 18a and 21 only) with your DST or DHRS POC, prior to deployment • Your servicing DHRS will maintain the form and determine eligibility upon receipt of the certified SF 1190 Addendum(s)

SF 1190 Addendum • File a single SF 1190 Addendum with your DST or DHRS POC, upon return from deployment (STRONGLY RECOMMENDED) • or - • While deployed, file a SF 1190 Addendum biweekly with your DST or DHRS POC, regardless of whether you performed any travel during that pay period. • All SF 1190 Addendums must be certified; completed accurately; submitted timely and reflect ALL dates and times.

Overtime Entitlements • NO minimum or maximum authorized. • Overtime is based on mission requirements and is approved by the DST/CDDOC Sustainment Cell Chief. • A copy of TDY orders is submitted to your DST or DHRS POC prior to your deployment • and a memo is sent to your servicing • Payroll Office to waive the biweekly salary • cap for the period of your deployment.

  20. Overtime Entitlements • Overtime once approved is only paid for • hours worked e.g. if you are approved for • 8 hours of overtime and only work 4 hours • you will only be paid for 4 hour of overtime • not the amount approved.

  21. Health Benefits • There is an option to change coverage outside • open season. (Consult your benefits Specialist) • If enrolled for self and family at the time of death, survivors may be entitled to continued FEHB coverage.

  22. Life Insurance FEGLI • Accidental Death Benefits • Civilians are not considered to be “in actual combat” - therefore, Accidental Death benefits DO apply to (otherwise eligible) civilians in the event of death.

  23. Life Insurance FEGLI • Any FEGLI eligible employees who are deployed in support of a contingency operation are now able to elect FEGLI. Under the law, affected civilian employees who have previously waived some or all FEGLI coverage may elect the following FEGLI coverage outside an open season, without experiencing a qualifying life event and without providing medical information. • Basic Coverage, • If you already have basic or will elect basic you may also elect: Option A (Standard) Coverage and/or Option B (Additional) coverage.

  25. Thrift Savings Plan TSP • Employees may want to look at their TSP contribution amounts before they go, especially employees who contribute a percentage of their pay. Since their pay may be much higher when they are deployed they will have more money going into their TSP based on the percentage they requested. • Employees would need to fill out a TSP-1

Fact Sheet on Home Leave, Home Leave Travel and Expanded R&R - P.L. 109-234 • Effective from 15, 2006 • Applies retroactively to all DOD U.S. citizen Appropriated fund and Non-appropriated Fund employees who were officially assigned by means of Temporary Duty, Temporary Change of Station, or Permanent Change of Station, or detail to another Federal agency to Iraq orAfghanistan during that period, when eligibility criteria are met • Applies in addition to any other allowances, benefits, or gratuities applicable to DoD civilian employees Home Leave • Eligible employees will earn, and may be granted Home Leave, if the following criteria are met: • Served a period of continuous service in Iraq or Afghanistan of at least 12 months, and • Be expected to return to service abroad upon completion of the Home Leave period • Not required to complete the one-time requirement of 24 months of continuous service abroad • Not required to be eligible to accumulate a maximum of 45 days of annual leave • The 12-month service requirement begins on the date of arrival at the post • The12-month service requirement is extended by any period of time spent in the U.S. or its territories or possessions on annual leave (except on R&R travel) or sick leave status (except on official medical travel orders for up to 180 days) • The 12-month continuous service requirements shall also be extended by any period of time in a leave without pay status that exceeds two work weeks • Service abroad prior to official assignment to Iraq or Afghanistan may possibly be credited towards the 12-month service requirement • Employees who have previously completed the 24-month service requirement are not required to complete a new 12-month service requirement prior to taking earned and approved Home Leave • Employees officially assigned to Iraq or Afghanistan for fewer than 12 consecutive months are not eligible to earn Home Leave under these provisions, unless the 12-month continuous service requirement is fulfilled in its entirety by previous creditable service abroad or by a combination of previous creditable service abroad and the official assignment to Iraq or Afghanistan • Home Leave is earned on a monthly basis. The Post Differential of 35% currently authorized for Iraq and Afghanistan establishes a Home Leave earning rate of 15 days per 12 months • Home Leave earned but not used will remain credited to the employee's account without limitation • Employees granted Home Leave will be provided round-trip transportation to their actual residence (official home of record) within the U.S. or its territories or possessions • In some cases the travel and transportation may also include an employees family members who are residing abroad • Employees must be in an approved leave status (e.g., home leave, annual leave, or leave without pay) while traveling • Home Leave may only be used only in the U. S. or its territories and possessions Travel for Rest and Recuperation (R&R) • Eligible employees are entitled to round-trip transportation to designated locations as provided in the DoD JTR Volume II, Appendix U, for R&R as follows: • Employees assigned to Iraq or Afghanistan 12 consecutive months are eligible for three R&R trips within the 12 month service period • Employees must serve a minimum of 60 days in Iraq or Afghanistan in order to be eligible for the first R&R trip • These R&R trips should be taken at reasonable intervals; for example, the first break after 60 days, and subsequent breaks every 50 to 60 days • Employees assigned for 6 or more months, but fewer than 12 months, are eligible for one R&R trip • Employees must serve a minimum of 60 days in Iraq or Afghanistan in order to be eligible for the R&R trip • Individual R&R trips should not exceed a maximum of 21 calendar days away from the official duty station in Iraq or Afghanistan (including travel time) Documentation • The Office of Personnel Management (OPM) Form 71 (Request for Leave or Approved Absence) shall be used to request and approve earned Home Leave • The Form DD 16 10 (Request and Authorization for TDY Travel of DoD Personnel) shall be used to authorize transportation for Home Leave and R&R for eligible employees and family members

  28. Duncan Hunter Act • Iraq & Afghanistan ONLY • Home Leave • Not required to complete 24 months continuous service requirement. Only need 12 months. • If tour is less than 12 months then not eligible unless the 12 month requirement has been previously met. • 12 month requirement can consist of previous creditable service abroad.

  29. Death Gratuity • For civilian employees who die of • injuries incurred in connection with the • employee's service with an Armed Force • in a contingency operation • (including Iraq, Afghanistan, and Pakistan), • Public Law 110-181, Section 1105, • authorizes a death gratuity payment of up • to $100,000 to the survivors of an employee.  • (This gratuity is payable by OWCP)

Death Gratuity • Because of the unique order of payment precedence set • out in this law, one which permits up to 50% of this gratuity • to be paid to individual(s) designated by the employee who • may be neither life insurance beneficiaries nor eligible for • FECA death benefits, OWCP has created a form (CA-40) •   OWCP generally requires that the form be signed, prior to • the date of death of the employee, by both the employee and • an employing agency representative before it will be recognized • as valid. Once the form is signed, it should be retained by • the agency in case of the death of the employee. • It is Highly Recommended that you complete this form before • departure

  34. Worker’s Compensation • Covered 24 hours a day while on TDY • Medical benefits: • Use military medical facilities while • deployed overseas. • If care is needed upon return to the U.S., you may file a claim.

  35. Designation of Beneficiary • You are highly encouraged to review (and update as necessary) designations for: • Life Insurance • (SF2823 FEGLI) • Retirement (CSRS/FERS) • (SF 3102 FERS/ SF2808 CSRS) • Thrift Savings Plan (TSP) • (TSP- 3) • Unpaid Compensation • (SF 1152)

  36. Leave Administration • While deployed, you will earn sick and annual leave at the same rate as if you were at home station, however… • Requests for annual leave while deployed will be approved by the DST Commander/CDDOC Sustainment Cell Chief based on OPT tempo and reported to your home station supervisor. • If you are unable to take all “use or lose” leave during the leave year because of a DST/CDDOC deployment, your leave may be carried over (restored) to the next leave year. • It is recommended that you discuss any potential leave issues or concerns with your supervisor prior to your deployment.

  37. Leave Administration (Continued) • Time Off Awards • MUST be used within one year of the effective date. • If you have a Time Off Award that will expire while you are deployed, there is NO provision to recover that awarded time – USE IT BEFORE YOU GO!!

  38. Deployment Time Off Award • If deployed for a contingency for 90 consecutive days or more, you will be granted a 40 hour Time Off Award upon your return to take care of personal and professional matters that were deferred while you were deployed. • Home station supervisor processes in accordance with DLA One Book Process Chapter, DLA Superior Accomplishment Awards Program. • Recommendation (DLA Form 38 or SF52) should be processed prior to your return from redeployment so time appears on leave & earning statement and available when you return.

  39. Performance • When TDY is for 120 days or more… • DST Commander/CDDOC Sustainment Cell Chief issues performance plan within 30 days • At the end of the detail/TDY, DST Commander prepares a “summary” rating or letter of evaluation (LOE) for information purposes only to the home station supervisor • Home station supervisor considers the information when preparing next Annual Performance Rating • NOT a rating of record and NOT filed in OPF • There is no “opportunity to improve” period required for unacceptable performance

  40. Discipline • Rules of conduct that apply while stateside also apply when you are TDY OCONUS. • Permanent supervisor may initiate discipline for misconduct based on information from the DST/ CDDOC Forward Commander. • If misconduct or unacceptable performance occurs while TDY, you may be returned to the your home station

  41. Equal Employment Opportunity While deployed, DLA civilians have the same rights regarding equal employment opportunity (EEO) that they have when the are at their permanent duty station. If, while deployed, you believe workplace decisions affecting you are being made based on your race, color, national origin, religion, gender, age, disability, or reprisal for having participated in the EEO process, or you believe you are being harassed for those same reasons, you have the right to seek EEO counseling within 45 days of the event/action. You will be given, a brochure describing RESOLVE, DLA’s alternative dispute resolution program as well as a six page document entitled “Defense Logistics Agency, Equal Employment Opportunity (EEO), EEO Complaint Process.” The six page document describes the complaint process including the timeframes in which the individual stages must be completed. On the sixth page of the document are the names, addresses, telephone numbers and email addresses of each DLA EEO Office. If you believe you need to speak to someone regarding your situation, you should call the EEO Office that services the organization from which you came. For example, if your permanent duty station is at one of the depots, you would contact the DLA Defense Distribution Center EEO Office and someone from Mr. Ernesto Lopez’s office will assist you. Remember, your rights regarding equal employment opportunity are no different than those you had at your permanent duty station. Any questions should be directed to your EEO POC.
