UNECE Telecom Initiative - status • There has been limited interest from Member Countries towards applying the International Model to the ICT sector • The proposed Common Regulatory Objectives under the Telecom Initiative provide practical examples of good regulatory practice • There are proposals in the WTO addressing Non Tariff Barriers for the products under the Telecom Initiative

NTB proposals for ICT in WTO • NAMA “Draft Modalities for Non-Agricultural Market Access, Third Revision”, TN/MA/W/103/Rev.2 (dated 10 July 2008), Annex V “Textual NTB Proposals”, • European Communities: Proposal VI (the Telecom Initiative corresponds to conformity assessment “option a”) • United States: Proposal XI • Information Technology Agreement (ITA) • European Communities: “Review of the ITA”, G/IT/W/28 (TN/MA/W/107) (dated 15 September 2008) • The NTB part indicates a scope similar to the EC NAMA proposal
