NDCC Memorandum Order No. 5 • In times of disaster, particularly natural calamities, foreign emergency assistance like food, clothing and medicines is made available • NDCC Memo Order No. 5 specifies that during emergencies, humanitarian aid may be directly channeled through the DSWD for food and clothing; the DOH for drugs, medicines, and other medical equipment; the DPWH for construction and materials; and DepEd for educational materials

  4. National Economic and Development Authority (NEDA) • NEDA is the central planning and coordinating agency of the government. Part of its mandate is the programming & prioritization of programs and projects • Programs and projects for foreign funding are first discussed and evaluated at NEDA

  5. Some Foreign Funded Preparedness & Mitigation Projects • Disaster Management Program (UNDP & UK assisted) • Core Shelter Program (UNDP-assisted) • Improvement of the telecommunications of PAGASA (Japan-assisted) • PAGASA disaster information campaign (USAID-assisted) • Disaster Preparedness Project for the Province of Albay in Region V (Italy-assisted)

  6. Financing Disaster Losses • National Calamity Fund • 5% of LGU Annual Budget • Use of funds: relief, recovery and reconstruction
