AGENCY FOR RERAL ESTAE CADASTRE National Cadastral and Mapping Agency Founded in 1947 as Republic Geodetic Authority, later State Authority for Geodetic works, now Agency for Real Estate Cadastre Responsibilities: • basic geodetic works, • real estate survey, • registration of real estate rights, • establishment and maintenance of real estate cadastre, • production of state topographic maps, • administration of a Spatial Units Register, • establishment, maintenance and public access to the Former Yugoslav Republic of Macedonian NSDI, • supervision over the work of the private geodetic companies.

PRIVATE GEODETIC COMPANIES In 2005, with the Low for Real Estate Cadastre the private geodetic practice in Former Yugoslav Republic of Macedonia was introduced CONDITIONS FOR ESTABLISHMENT OF GEODETIC COMPANY: • to be registered in the Central Registry with main activity for performing geodetic works, • to have employed at least two persons from geodetic education, at least one authorized surveyor • to have insurance against liability for damage • to meet conditions for facilities and equipment required for performing geodetic works, prescribed in the law.

LICENCING OF THE PRIVATE GEODETIC COMPANIES Licencing by the Agency for Real Estate Cadastre • field surveying related to basic Geodetic works • geodetic works for Real Estate Cadasre establishment and maintenance • geodetic works related to mapping and GIS 122 licenced companies Licencing by the Chamber of architects and authorized engineers • geodetic works in civil engeneering and constructions Design - 21 licences Revision - 4 licences Supervision - 25 licences Engineering works - 44 licences

INSTITUTIONS FOR GEODETIC EDUCATION 1.Faculty of Civil Engineering - DEPARTMENT FOR GEODESY Established 1977 in Skopje - Chair for Geodesy - Chair for High Geodesy • 5-semesters geodetic studies (1977-2000) • 10-semesters geodetic studies (2000-2005) • 8-semesters geodetic studies (2005-2007) Geodetic studies according ECTS • 6-semesters geodetic studies for BSc (2007- ) • 4-semesters geodetic studies for MSc (2007-) 2. High Schools in Geodesy - Skopje - Struga

CHAMBER OF THE AUTHORIZED SURVEYORS Founded in May 2008 In accordance with the Law for Real Estate Cadastre (Official Gazete of the Former Yugoslav R.Macedonia 40/08) • The Chamber is an independent professional not profitable organization attending to reputation, honour and rights of the authorized surveyors in the Former Yugoslav Republic of Macedonia, it promotes, represents and adjusts their common interest in front of the governmental and other authorities, locally and abroad, taking care that the authorized surveyors use their best professional practices and perform their tasks according to the law, complying with public interest thereby protecting and advancing the Macedonian geodetic activity. • According to the law, members of the Chamber may only be authorized surveyors.

CHAMBER OF THE AUTHORIZED SURVEYORS Responsibilities: The Chamber has a public authority established by law concerning the procedure for acquiring, extension, termination and revocation of authorization for authorized surveyor. Financing: From the membership fee, registration fees and donations.

AUTHORIZED SURVEYORS Conditions: • Resident of the Former Yugoslav Republic of Macedonia • University degree Surveying Engeener • Experience – 3 years in geodetic works as university degree surveying engeener • Professional exam in front of the Commetee of the Chamber Currently: 253 Authorised surveyors Foreign geodetic engineer with the certificate from another country, can perform surveying works in Former Yugoslav Republic of Macedonia, under conditions of reciprocity, with a certificate endorsed by the Chamber of Autorised Surveyors, if he is familiar with the laws and other regulations of the Former Yugoslav Republic of Macedonia in the field of geodesy.

  11. ORGANIZATION OF THE CHAMBER

  12. ASSEMBLY OF THE CHAMBER Consist of the all authorised surveyors members of the chamber 1. Jurisdiction of the Assembly of the Chamber - To adopt the Statute and other acts of the Chamber; - To adopt rules of procedure for work of the Assembly; - To elect members of the Board and President of the Chamber; - To adopt a program for continual education of the authorised surveyors, - To adopt the annual financial accounts for the previous year and to propose financial plan for next year; - To review and adopt the report for the overall activities, prepared by the President of the Chamber, - To decide on the membership fee and manner of payment - To decide on other matters provided by the Law and the Statute of Chamber. 2. The Assembly of the Chamber meet regularly once a year. 3. The meeting attendance is required of at least half of the members of the chamber, and and decides by a majority of those present.

MANAGEMENT BOARD Consist of 7 authorised surveyors 5 members from the Assembley of the Chamber 2 members from the AREC Jurisdiction of the Menagement Board of the Chamber - to prepare the draft statute and other acts of the Chamber - to take decision for issuing, renewal, termination and revocation of authorization for a licensed surveyors -to prepare the program for continual education for authorized surveyors - worry about the status of authorized surveyors - organize the professional training for authorized surveyors by organizing seminars and lectures under the Program for continual education - to keep a directory of authorized surveyors - to prepares the sessions of the Assembly of the Chamber - to carry out the decisions of the Assembly of the Chamber - to ensures payment of the membership fee - to prepare an annual report of the Chamber including the financial report and proposal Plan for the next year - to decide on other matters according to the statute of the Chamber

  14. PRESIDENT OF THE CHAMBER 1. President of the Chamber represents the Chamber locally and abroad.2. President of the Chamber is Chairman of the Management Board . President of the Chamber and members of the Management Boardhave two years mandate with the right for re-election once again. President of the Chamber and members of the Management Board perform their activities voluntarily.

KEY GOALS OF THE CHAMBER • Elimination of all legal and administrative obstacles • Standardization of geodetic products • Active participation in drafting legal frameworks related to geodetic works • Strengthening of the role of authorised surveyors in theeconomy, administration and education • Permanent professional training • The Chamber protects, on one hand, its members who professionally and conscientiously do their job unlike their illoyal competition, free from the pressure of politics and capital and makes order in performing geodetic activities • On the other hand, the Chamber protects public interests and third parties’ interest that may be jeopardized by unprofessionally and unconscientiously performed geodeticactivities
