Total Force Assessment(TFA) • Purpose: Conduct a TFA of wartime manpower requirements focusing on Steady-State Contingency (SSC) and 2 Major Theater War (MTW) • Planning Assumptions: • Reserve Components will be integrated into day to day operations (SSC and MTW) • US Forces will be withdrawn from peacetime and SSC, then reconstitute to fulfill MTW • Civilians may deploy forward to Main Operating Bases (MOB) to execute 2 MTW

Total Force Assessment • Contractors deploy or hired to MOB to execute 2 MTW • All forces required to surge to MTW will transition into a 60-hr wartime work week • Levels of service and hours at non-theater locations will decrease on average to 75% • Formal training and pilot training will continue at 100% • AF HQ, FOAs, DRUs, and joint activity manpower will be straightlined for SSC and MTW

  12. Airfield Ops Deployments AEF Transition • Transitioning to the AEF on 1 Mar 00 • MAJCOM cannot task from a non-UTC base. • Reclamas go to AF/XOOW for AEF 5-10, then Air Staff FAM. When ESC IPT stands up, they will work reclamas • AFPC (Chief Adams) will no longer work reclamas, except for Palace Tenures

RFC Requirements • 750 Qualified RFC controllers as of Aug 99 • Total Requirement for EAF Rotation = 35 SEI 365 Qualified • 5 rotations per 15 months = 175 controllers • 35% of controller force with SEI 365 • We need to sustain and grow to meet minimum requirements • PAR issue will be discussed during the Chief’s Conference

  14. Airfield Ops DeploymentsBottom-line Questions • When will the deployment schedule be published? MAJCOM should knows who/when/where people are scheduled. • Are the taskings fairly distributed? Yes • Does PALACE TENURE still exist? Yes, requires CSAF waiver • How can we meet AEF and 2 MTW taskings simultaneously? Depends on individual CINC’s needs. IE: equipment, etc. • Can we reclama taskings? Yes

Airfield Ops DeploymentsSummary • The EAF Concept not designed around controllers, however; • What it fixes: • Provides more stability for deployments to the base, unit and individual - puts AOF on base cycle • Gets more players systematically into deployments • Provides manpower authorizations for deployments • Paid the “PCSing the TERPS Battalion” bill • Forces an RFC training solution • Provides the CINCs with defined USAF asset pool limits
