Background • The Portuguese bail-out program (Troika): • To reduce/eliminate “parallelpublicadministration”, namelyprivatefoundationsandassociationsfundeddirectlyorindirectlybytaxpayers. • A new legal frameworkwascreated, endingpublic-fundedprivatefoundations. Publicadministrationlawwouldapply to anypublicfundedfoundation. • A nationalfoundationcensusandevaluationprogramwasconducted in 2012. • FCCN, as a privatefoundation, fundedbytaxpayers, wasincluded in thiscensus. • FCCN evaluationwasvery positive, beingrecommended to keeplevelof funding, but…

Background • But…, FCCN wouldalwaysbecome a publicfoundation. • Thiswasconsideredrestrictive to theoptimalfunctioningof FCCN mission. • Institutionalalternativeswereconsidered. • Final decision (Dec, 2012): • To integrate/”parking” FCCN in FCT, a “special regime” publicinstituteoftheMinistryofEducationandScience. • FCT isthemain funding body ofscience in Portugal, including FCCN. • July 16th willbetheendofintegrationprocess. • ccTLD .PT willbemoved to a privateassociation.

TheGood • Integrationprocessisprogressingsmoothly. • Goodsupportatalllevelsin theministry, namelyfrom FCT people. • Some areaswith clear synergies: Schools. • FCCN willkeepitsdomainnameand a gooddegreeofautonomyinside FCT. • Onememberofnew FCT boardwillbededicated to FCCN. • “Special regime” of FCT isthemostflexibleinsidepublicadministration. • NREN financingshouldbeeasier.

  5. theBad • Exemptionfrom AMA rules wasnotachieved (yet): • AMA rules makeany ICT purchaseabove 10k€ needsaproval. Onemonth for eachapproval. • Highereducationisexempted. • Clearly, furtherworkisneededhere… • Goodcooperationwith AMA overall, namely in thenationalprogram for optimizing ICT expenditureatpublicadministration (GPTIC). • PublicAdministration Network isbeingplanned (like CEF ?).

  6. andtheUgly • Macro economiccontext. • Successivedeep cuts in allministries, withMinistryofEducationandSciencetakingoneofthelargestreductions. • Publicservantsworkconditionsbeingrevised. • Instabilityisbad for thecontinuityofgoodandwelltrainedtechnical teams.

  7. Conclusion • We’refairlyoptimistic: • NREN autonomyinside FCT willbepreserved. • Extendedfootprintinsideministry. • Relationwith AMA must beworkedfurther. • Butbigchallenges lie ahead: • Keepingtheteams withunstableworkingconditions. • Managing budget cuts in theforeseeable future.
