Overview of Infant Toddler Services • In 2009, two CCCW Infant Toddler Specialists administered the Infant Toddler Environment Rating Scale, revised edition (ITERS-R) in 17 family and center-based programs in Westchester County. • The Specialists are funded by grants from Westchester County Office for Women and OCFS.

  3. Intensive Technical Assistance Process • A similar process for the administration of the ITERS was followed in each program. • The Specialist met with the head of the program to give an overview of the ITERS-R and the anticipated schedule of assessments, meetings, and technical assistance visits. • The Specialist used the ITERS-R, either in part or whole, to assess one or more classrooms (or the entire program in the case of a family child care provider). • The Specialist met with the Director and Head Teacher, or the Provider, to go over the scores and together developed a Plan of Action for addressing some or all low-scoring indicators.

  4. Process Continued • During the TA visits, the Specialist spent time in the program, working along side the staff as a partner, to help the program achieve the mutually agreed upon goals. During these visits, the Specialist modeled best practices and spoke with the staff at the end of each session about strengths & areas to be improved and/or scheduling training on a particular topic. • After some time spent in the classroom the Specialist returned for the second or “post” administration of the ITERS-R tool. This was typically 3-5 months after the first visit. • After the Specialist scored the post ITERS, she returned for a final meeting to debrief & celebrate successes! This was also an opportunity for the program staff & Specialist to discuss a plan for ongoing quality improvement.

  7. What Does It All Mean?

Conclusions • Every program that participated improved quality • Two serious violations in two different programs (widespread lack of hand washing) were reported out of 17 participating programs over a period of several months involving 64 TA visits. • Staff received positive reinforcement & coaching to make changes and reported feeling energized and very satisfied with their roles in increasing the quality of their own classrooms. Many participants sought to keep the momentum going by working towards longer term changes leading to higher quality in every area of their program. • The lowest rate of improvement occurred in the program with the highest scores. • Some programs received improvement grants of $500 or $1,000. The programs receiving grants showed similar rates of improvement. The amount of the grant did not influence outcomes. • Programs that participated will be well prepared for QUALITYstarsNY
