Hong Kong Productivity Council HKPC is a government subvented public organization to serve the local industry and service sectors; About 600 staff members, HKPC provides services in corporate management, manufacturing technology, I.T., environmental management systems, etc HKPC is supported by fee income from its services and a government subvention in balance.

  3. Hong Kong Productivity Council We have 28 Centres of Excellence, 10 testing laboratories, exhibition and training facilities at its headquarters at the HKPC Building in Kowloon Tong

Recent Government Initiatives in Hong KongBuildings Energy Efficiency Funding Schemes Carbon Accounting and Carbon Reduction is a hot topic in Hong Kong • HK$300million(US$38 million) to partially subsidize building owners to conduct energy efficiency projects to upgrade energy efficiency performance i.e. lighting, electrical, air-conditioning, life and escalator installations • HK$150 million (US$19 million) to partially subsidize building owners to carry out energy-cum-carbon audits to review the use of energy and quantify the GHG emissions associated with their buildings & identify possible GHG reductions arising from building operations

Register of Qualified Service Providersfor Energy-cum-carbon Audit Projects Criteria : • The register is held by Government Authority; • Professional Qualification Registered Professional Engineer (RPE) /Corporate member of HK Institution of Engineers 3. Formal Training Attend training recognized by the Authority

  6. Register of Qualified Service Providersfor Energy-cum-carbon Audit Projects As of February 2010 By Company – 110 registrations Environmental Consulting companies, Property Management Companies, non-government organization – e.g. Green Groups By Individuals - 245 registrations

High Demand of Qualified Professionals for Carbon / GHG Accounting Service Recent Trend • GHG Accounting Protocol • ISO 14064 • HK Carbon Audit Guide (by the Authority) • BS EN 16001 (Energy Management System) • ISO 50001 ….. High demand of training and qualified professionals to serve in HK and China

HKPC Training Service • Mission to provide value-added training services to the general public to enhance the productivity of local business. • Mode of Service We organize training programmes, including courses, workshops, seminars and conferences, and study missions, for different industries and service sectors

HKPC Training Service Training Focus of this year : - Energy Efficiency and Conservation - GHG reduction and auditing What have been done : • study mission to Japan on low-carbon & GHG Reduction, 22-26 March 2010 (the 2nd tour will be in May 2010) • WRI’s training in June, Nov 2009 & Jan 2010 in Hong Kong and Mainland China

  10. Training Co-operation Models Options to consider … • To co-operate with overseas renowned organizations and invite experts to deliver training programmes • To organize licensing training programmes when the HKPC trainers have been qualified.
