  3. Implementation Status • Since 5th March 2009, no differences exist between the national regulations and ICAO language proficiency requirements. • All licenses endorsed: - ENGLISH LEVEL 6 - ENGLISH LEVEL 5 UNTIL MM/YYYY - ENGLISH LEVEL 4 UNTIL MM/YYYY - ENGLISH NOT COMPLIANT ANNEX 1

Actions taken by ANAC - Regulation plublication; - Events/courses attendance; - Seminar organization; - Needs analysis, test design and trialling; - Interlocutor/raters accreditation process design; - Interlocutor/raters training and accreditation; - Test administration, test maintenance and test security issues definition; - ICAO RSS Training Aid and ICAEA RSS Project; - AELTE Process: Test Evaluation Criteria Advisory Committee.

  7. Accreditation process 1- Pre-requisitesanalysis; 2- Initialassessment; 3- ANAC AviationEnglishLanguageProficiencyInterviewer/RaterCourse; 4- On-the-job training andinitialinspection; 5- Accreditation.

  8. Santos Dumont English Assessment Oral interview composedof 4 parts (approximately 30 minutes): • Part 1: Warm-up • Part 2: Problemsolving • Part 3: Emergencysituations • Part 4: Aviationtopics • Recorded interview; • Detailedreportingforms.

  9. 2012 - Regulations review and writing; - Investiment in specialized training for ANAC’s examiners; - SME and ELE rater training (by International Institution of Recognized Expertise); - Training material development (using FACETS analysis); - Implementation of minimum of two raters (1ELE + 1SME) rating each candidate at ANAC (3rd rater in case of divergent scores); - Development and upgrade of an IT system; - Steering Committee On ICAO-AELTE Service; - ICAEA Conference Co-Organization.

Next steps • Actions ANAC is going to take in the near future: - Current test maintenance: creation of test banks, trialling of new test versions; - Publication of reviewed regulations; - Accredited institutions` ELE recurrent course; - Accredited institutions` SME rater training; - Improvement of test administration and score reporting procedures; - Improvement of IT system; - Improvement of stakeholder engagement; - Accreditation of new institutions.
