  1. FY 2020 PF Application Package

General Information from Application Package • CWHSSA liquidated damages • Increased from $26 to $27 per person, per day • Timeliness of Submission • The application must be received by OCD by the deadline. • Not just postmarked; physically received. • Applications received after the deadline will not be considered. • Street projects are limited to two (2) target areas. • Each TA must meet 51%.

Rating Criteria • Benefit to L/M income persons: 1 point • Cost Effectiveness: Up to 10 points • Project severity: Up to 50 points • Engineering fees paid with local funds: 2 points • Admin fees paid with local funds: 2 points • Consolidation of systems: 4 points • “Application Completeness”: Up to 2 points • 1 point if all application forms and required documents/information is included • 1 point if no revisions are needed that directly affect application scoring • TOTAL: 71 points

  4. Admin Fees • For projects with costs of $600,000 and under: $35,000 • For projects with costs from $600,001 to $1.2 million: $40,000 • For projects with costs over $1.2 million: $45,000

  5. Other funds used for Construction • Must have documentation in the application that funds are available. • Funds must have already been awarded or available to the applicant. • Ex: letter from applicant stating source and amount of local $, line of credit letter from a financial institution stating available loan amount, etc. • If other funds are involved and the applicant is in position to be funded, OCD will request positive proof that the funds are available and ready to be spent. • Normally requested ~10 days prior to award. • If proof cannot be provided, the project will not be funded. • Reminder: $200,000 minimum for construction.

More information • Rehabilitation Loans and Grants • Income verifications are required with the submittal of the application. • No more than 25% of the HHs surveyed can respond “no” to the required question regarding the monthly user fee. • Applications with >25% will not be considered for rating/funding. • Street beneficiaries • Beneficiaries can only be residents whose EMS/911 address is identified as being on one of the streets designated for construction. • If a portion(s) of the street is being improved, only the residents within the portion(s) being improved can be counted as beneficiaries.

Procurement • LCDBG Procurement Procedures – Applications and Forms • Note: Ceiling amounts for admin and engineering are just that; not a target. • Cost-reimbursement contract(s) • May have lump sum components, but will require variable cost components as well. • Use updated cost and price detail spreadsheet(s) – Applications and Forms • Include the spreadsheet in the application. • If you assist with the process, you cannot compete in the process. • 2 CFR 200.319(a) – “In order to ensure objective contractor performance and eliminate unfair competitive advantage, contractors that develop or draft specifications, requirements, statements of work, or invitations for bids or requests for proposals must be excluded from competing for such procurements.” • Call CDBG for assistance with procurement • William Hall – (225) 342-7412
