Scope • For all international consignments • Used in ALL relevant communications • Used as an access key for traceability and audit • Unique, nationally and internationally • Issued early in the supply chain • Using ISO 15459-1 through 8 • Registered with NEN e.g. Private enterprises National providers, GS1 • Equivalent proprietary solutions (e.g. FEDEX, UPS, DHL)

OBJECTIVES • Define a generic and flexible mechanism to cope with most common scenarios in International Trade • Make maximal use of existing Supplier, Customer and Transport references • Enable Customs authorities to facilitate legitimate International Trade • Provide Customs with an efficient tool to exchange information between enforcement agencies

BENEFITS 1/2 • Promoting safe and secure borders by providing enhanced access to information at time of release; • Helps co-operating export and import Customs to offer authorized traders end-to-end premium procedures and simple integrated treatment of the total transaction; • Enabling the processing of advance data; • Contributing to rapid release;

BENEFITS 2/2 • Helping in the management of the logistical chain and enhancing just-in-time operations; • Eliminating redundant and repetitive data submitted by the carrier and the importer; • Allows commercial and official contacts/enquiries at any point in the logistical chain; • Reducing compliance costs

TRADE FEEDBACK -2004 • Comments received from ICC, IATA, FIATA, TIACA, SITPRO, SWEPRO, IFPI, JIG, EAN and UPU • Roles and responsibilities of the various parties along the trade chain • UCR should be optional at manifest level; • Carrier/ forwarder should not be responsible for assigning or reporting the UCR

IMPLEMENTATION • Only after close consultation with trade • Implementation will happen over time requiring flexibility from all parties • Focus on eventual full implementation • Customs and trade to adapt their long-term business and investment plans • UCR part of WCO Data Model, hence simultaneous implementation recommended. • Siemens implementation • GS1 –AU-UK Pilot project –wine and Spirits • Korea, Ghana
