General Overview and Context 1/2 • GNSS Simulation and Testing Facilities are Key Enablers for application and receiver downstream industry • The accesibility to this infrastructure should be ensured to any European user • A coordinated approach is expected to provide a better service to end users • A definition study on the potential harmonisation of the European GSTI has been launched recently (SCENIC - FP7 1st Call)

Purpose of the Contract 1/2 • Development of a networking platform which establishes a single entry point to the European Testing Labs • Preliminary Mission Concept for GSTI V1: • Simplified access point for European users interested in GNSS testing services • Enhance communication and coordination of actors (users, GNSS centres, etc) • Dynamic management of available information on European GNSS testing facilities • Provide web-based helpdesk service to the user community • Potentially become hosting platform for publicly owned GNSS analysis and simulation SW tools

Tasks Description 6/8 Task 6: User Support, Feedback Collection & Awareness • Support users through a helpdesk • Collect and synthesize user feedback to be taken into account for service improvements to be implemented in a new system release • Promote the developed system by attending key conferences and/or establishing a user forum • Expected outputs:

Eligibility Criteria for the Bidders • Thorough understanding of global satellite navigation systems and augmentation technologies • Thorough understanding of the simulation and test field in satellite navigation: main public and private actors, institutional framework, facilities, tools, etc. • Outstanding background on design, development and integration of IT systems and network features. • Sound experience on the development of web-based applications and knowledge management databases. • Sound experience in operations of web-based distributed networks and systems. • Good knowledge of the GNSS user community needs, present applications, trends, etc., especially related to simulation and testing activities.
