JEMB Functions • Coordinates all information and influence activities across the HQ to ensure the coherence of StratCom. • Monitors and ensures that the military effects are consistent with the political, economic and civil approach. • Improves of military effectiveness through coordination and collaboration with international organizations and non NATO actors. • Provides through its PSYOPS personnel guidance capable to assist the COM in influencing perception, attitude and behavior of approved audiences. • Chairs of Information Operations Working Group (IOWG, Information Operations Coordination Board (IOCB), Joint Targeting Coordination Board (JTWB) and Information Strategy Meeting (ISM). • Ownership of the Key Leader Engagement Matrix, Time Sensitive Targeting (TST) Matrix and the Joint Prioritized Target List (JPTL). RECOMMENDATIONS • Develop standard STRATCOM structure and procedures in JFCs • Strengthen the STRATCOM structure and understanding • JFC STRATCOM Advisor should not be dual hatted • Establishment of “Engagement Section” should be considered at the new PE • Support our efforts in OOS not only at sea but also in gaining the good perception of Somali population.
