  9. Eligibility – Site Investigation • Reasonable possibility of PL, AND • LIKELY presence of contaminant & receptor • Bids supported by CSM • desk studies and • visual inspection / limited sampling • Desk studies & limited shallow soil sampling NOT eligible (support provided through RSG)

Top Tips – Site Investigation • Detailed, costed scope of works • Phasing • Investigation techniques • Sampling and analytical strategy • Site zoning and averaging • UKAS/MCERTS accreditation • Tiered assessment • GQRA with provision for DQRA • End points – Avoid dragging out investigations • Include allowance for remedial options appraisal • Greenhouse gas assessments

Eligibility - Remediation • Sites must be determined under Part 2A • Risk assessment report • Copy of written record of determination • Copy of remediation statement • Liability – “Reasonable Enquires” made • LA is liable for all, or a proportion of costs • Orphan linkages • Hardship applies /costs that you can’t recover • Each phase should be subject to a separate bid • Consider treatment options
