  1. Progress of SEA in China & SEA of Grand Western Development Strategy (GWDS)

  2. Report Outline SEA Progress in China Understanding of GWDS Significance of SEA of GWDS Scoping of SEA of GWDS Socio-economy and eco-environment in western china Framework of the SEA of GWDS Challenges and difficulties

  3. (2) Phased Development • Burgeoning stage(1986~1992): in the form of Regional Development Environmental Impact Assessment (RDEIA) • Formalized stage (1992~2003) : conducted in an SEA form at planning level • Extending stage (2003~Onward) : implemented legally towards a comprehensive SEA

  4. (3) laws and Guidelines • EIA Law • On September 1st, 2003, China began to implement, which is a milestone of the SEA work in China • 第一次以单行法律的形式对环境影响评价作了专门规定 • 评价对象由建设项目扩大到对环境有影响的有关规划 • Relevant plans concerning land use, exploration, utilization and development in the areas, river basins and sea areas • Relevant specialized plans concerning industry, agriculture, pasturage, forestry, energy, water conservancy, communication, urban construction, tourism and exploration of natural resources (specialized plans) • EIA法对综合规划的环境影响评价规定的比较原则,操作性较差 • 规定了对有关规划的环境影响评价,但并没有涉及对政府政策的环境评价问题

  5. Technical Guideline Issued by SEPA in August 11th,2003 Working Procedure recommended in the Guideline

  6. (1) practices

  7. (4) opportunities • Strong political will • Transparency of government affairs • Existing experimental units for SEA trial runs • Education and publicity

  8. (5) challenges • Lack of knowledge and experience concerning which environmental factors to consider, what environmental impacts might arise and how integrated policy-making can be achieved • Institutional and organisational difficulties – need for effective coordination amongst and within government departments • Lack of guidelines or mechanisms to ensure full implementation • Methodologies not well developed • Limited public involvement • Lack of clear accountability in the application of the SEA process

  12. Area:6.6 million km2,68.8% of the total; Population: 355 million,28.% of the total。

  13. Significance of SEA of GWDS • Find out problems in the past decision-makings by a review • Demonstrate the effectiveness of SEA in decision-making process • Instruct the future GWDS decision-makings by a formalized SEA process • Promote the implementation of new EIA law • Speed up the process of China’s SEA development towards a comprehensive system Including policies and strategies • Attempt to set up a good-practice SEA example of large-scale strategy at world-wide
