  2. Introduction Health policy is a much regulated sector influenced by: • National policies • European directives • Bilateral or multilateral agreements

  3. The Portuguese Case • Overall increase in foreign health workforce mostly coming from Spain, the PALOP and Brazil • Multilateral agreements within the CPLP • Bilateral agreements with South American countries (Chile, Uruguay, Cuba) • Academic recognition for overseas nationals: expensive and time taking • Limited career prospects and precarious contracts for overseas qualified professionals

  4. The British Case • Traditional overseas recruitment from Commonwealth countries • Slight increase of EEA health professionals • Memorandas of Understanding and bilateral exchange agreements • Changes in the Immigration law: work permits and PLAB test • International qualified professionals mostly represented in training grades and non-consultant posts

  5. Conclusions • Slight increase in EEA health professionals' mobility • Overseas migration still important and channelled through bilateral agreements • Difficult to predict health staff needs • → short term supply of medical professionals → “Cheap” labour force Migration patterns are rather structured by market fluctuations in the supply and demand for foreign labour
