  3. Select “internet explorer”

  4. Enter the URL: https://icams.usda.gov/

  5. Read the warning and select “I agree to the above”.

  6. Enter your EmpowHR user ID and password And click on “HRIS Sign In”

  7. Reviewing Official selects “worklist”

  8. If there are a lot of entries in your worklist, Use the worklist filter to display only plans that need concurrence. Select from the drop Down menu “Supervisor Created Emp Plan”

  9. Click on the “blue link” to access the Plan for Reviewer Concurrence.

  10. 1. Reviewing Official should review to ensure the correct rating scale (H, for 5 tier performance) is identified. 2. Click on the “element and standards” tab to review the elements and standards in the plan.

  11. Click on “view all” to review All the elements and standards in The employee’s plan.

  12. Reviewer ensures the plan has the required critical elements and at least 1 non-critical element. Reviewer ensures the plan has 3-5 measures including the mandatory measures as applicable for each position.

  13. After completing the review, the reviewing official clicks on the “performance plan” tab.

  14. 1. Reviewing official clicks in the box to enter A check mark to certify concurrence with the plan. 2. DON’T FORGET TO CLICK ON SAVE!

  15. After The Reviewer Concurs And Saves, The Plan Flows Simultaneously To The Supervisor And The Employee.
