  3. CBYCA HISTORY • September 25, 1957. • Maryland yachtsman, • the Honorable William B. Matthews, Jr. • Was the Founding Father of the • Chesapeake Bay Yacht Clubs Association • Bill was elected as our first Commodore.

  4. Our Purpose and Cause • We are: A viable non-profit volunteer association of boating clubs, yacht clubs and associates We are - Dedicated to the concerns and interests of our members We are - The legislative watch dogs and speaker for 130 member clubs

  5. OUR FOUNDING OBJECTIVES Three Points: • 1.Protect member club interests on the water ways of: • Maryland • Delaware • Pennsylvania • New Jersey • Virginia • and the District of Columbia. • 2. Provide a central communicative point for member club events • 3. Define and set protocol standards for our member clubs

  6. WHAT WE DO ! Take Strong Legislative Positions Regarding: • Taxes & Fees that affect the boating community • Regulations & Safety Issues affecting boating • Environmental and Conservation issues

ACHIEVEMENTS CBYCA Legal Actions • Federal & State Bills • MD-SB 513 NO overboard discharge = AMENDED TO DEATH • MD-HB 1307 Increase in boat permit fees = FAILED TO PASS • MD-HB 1345 Luxury Tax Bill = FAILED TO PASS • GPS threatened - Light Squared Network = FCC WITHDRAWN APPROVAL • Maryland Raft up Permit Bill = PASSED WITH OUR APPROVAL • Fighting for what’s Hot ! • Keep LNG ships off shore, out of critical boating areas • Nix requirements for State or Fed Operator Licenses for boaters • Loss of Waterway Access & Eminent Domain YC takeovers • Nix increase in Ethanol based US fuels – E15 Big problems • Diminishing Fed & State Funding issues: MD, DNR 50% fund loss
