Reasons for establishment of the Plano Nacional de Banda Larga PNBL Intentions of the Brazilian government to focus on the human being needs: • The construction of the path to overcome the wide gulf that divides the Brazilian societyis the major objective of the National Broadband. Social inclusion has todayan important new dimension: digital inclusion. Social stratification and the accumulationwealth to give more time to the ability to access, produce and circulateknowledge.  • Digital inclusion is a matter of citizenship: a new right in itself and a means to secure rights to other people. • The importance of establishing between the challenges of the millennium measures towards societyinformation was discussed at the World Summit on the Information Society (WSIS)in 2003 in Geneva and in 2005 in Tunis. Signed a commitment to commonconstruction of an "Information Society" focused on the integration of individuals andoriented development, where everyone can read, create and shareinformation and knowledge. • The federal government, as applicable, has adopted the view that digital inclusion isensure that citizens and institutions have the means and capacity to access,use, produce and distribute information and knowledge, through technologyInformation and Communication Technology (ICT) so that they can participate effectively and critical information society.

  3. More reasons to develop broadband infrastructure…. Use of the new technologies in all fields of life: Professional life: • high qualification, which provides positions for better pay and offering complex services, already operates network. Outside the network, focus on the services of low complexity and less valuable aggregate. Free time: • Cultural events, individual and collective are increasingly in Internet.  Integration within the administration • The government itself dependent on the Internet, both to provide its services asto support the services it provides to citizens. • On the other hand, a significant slice of the population still lacks access to ICTs, including broadband. In the future, access to advanced means of communication in its varioustechnological supports will be even more relevant. The availability of broadband inparticular, determine the inclusion of citizens in society. The Brazilian without broadband access wide will have less employment, culture, education and democratic participation. And the speed ofaccess that is available is an important measure of social inclusion of citizens.

  4. Preventing the digital exclusion Why broadband ? • The widespread use of broadband should be seen as an instrument for effectingcitizens' rights in the digital age. Providing broadband infrastructure thatallow high-speed access is critical. It is not sufficient, however.  • It is necessary to ensure that available bandwidth will result in access to informationthrough relevant content, regardless of geographic location or level ofincome population, which, by adding value to information, this process will bear fruit forthose in need.  • Social issues can not be the result of marginal policyBrazil's telecommunications: the goal should be first and last, its rationale and itsMain destination. The digital inclusion will only serve the country if it is conceived, planned andexecuted as a means of social inclusion, and not just as an end in itself.

National goals for the development of the broadband infrastructure According to Plano Nacional de banda Larga • Creating opportunities • Accelerate economic and social development • Reduce social inequalities at all levels  • Promoting the generation integration with the new technologies • Expand electronic government services to citizens • Facilitate the use of state services  • Promoting capacity building population for the use of information technologies and technological autonomy   • Increase the competitiveness of Brazil

Legal Basic for the Development of the Broadband Plan Implementation and Development Implementation of Brazil Broadband Plan began with the publication of Decree No. 7175 of May 12, 2010, which laid down the basis for actions to be taken and implemented. The various measures of the program are underline but the most important goal is: The development of national infrastructure, Better quality services at lower prices, Entry of the Brazilian citizens into the Information society, Promotion of the use of e-government applications, Evaluation of telecommunications networks in the country towards new paradigms of technology and architecture based on communication over the IP protocol.

Actions introduced in the PNBL • Governmental control over the national backbone network • Operation of the backbone network for 2010 • Appointment of the TELEBRAS to manage the national backbone • Injection of 3,22 bln into TELEBRAS until 2014 • Tax incentives for the benefit of the service operators

What is TELEBRAS? • Formerly the state owned incumbent operator until 1998, • Presently assigned by the Government of Brazil to operate the backbone network of 23,000 kilometer of fiber optic cable, • Subsidized with 3,22 bln reais until 2014, • Additional planed to subsidize by the state development bank BNDES with 7,5 bln reais;

Legal basic for the PNBL DECREE OF 12 MAY 2010- Establishing the National Broadband – PNBL The first National Program for Broadband - PNBL aims to foster and promote the use and supply of goods and services in information and communication technologies in order to: I - spread the service access to broadband Internet; II - accelerate economic and social development; III - digital inclusion; IV - to reduce social and regional inequalities; V - to promote employment and income generation; VI - expand eGovernment services to citizens and facilitate the use of state services; VII - to promote training the population for the use of information technology, and VIII - increasing competitiveness and technological autonomy in Brazil.

Implementation of the PNBL The PNBL will be implemented through the actions set by the Steering Committee of the Digital Inclusion Program - CGPID, established by Decree 6948 of August 25, 2009, Role of the CGPID program is: I - define the actions, targets and priorities of PNBL; II - to promote and foster partnerships between public and private entities to achieve the goals; III - to establish the technical definition of broadband access, for purposes of PNBL; IV - Monitoring and evaluating implementation actions of PNBL, and V - published annual report of the actions, targets and outcomes PNBL.

  12. Role of TELEBRAS in the PNBL Actions to perform: to assist and support public policies in terms of broadband Internet to universities, research centers, schools, hospitals, service stations, community telecentres and other points of public interest; provide infrastructure and support networks to telecommunications services provided by private companies, Federal District, municipalities and nonprofits, and provide service for broadband Internet to end users.

The Role of the Regulator The National Telecommunications Agency - Anatel, according to the powers established by Law 9472 of July 16, 1997, implement and enforce the regulation of telecommunications services and network infrastructure to support broadband, by: promoting competition and free enterprise; developing innovative businesses using converged services; rapid adoption of procedures for resolving conflicts; establishment of the requirements for sharing infrastructure; management of public infrastructure and public assets, including radio frequency, to reduce the cost of the broadband

  14. Conclusions/ Time frame The total investment into the Plano Nacional de Banda Larga is estimated by 2014 at the level of 75.5 billio. U.S: • $ 26.49 billion from the government and • $ 49.01 billion from private enterprise. The proposed subsidies to the development of the National Broadband Plan, led by Minister of Communications to the President, establishes goals to be achieved within five years. Among them, increase the number of fixed individual in Brazil, in urban and rural areas, to 30 million, adding to the access in homes, properties, businesses and cooperatives. Another goal in the text of the Communications Ministry is to reach 60 million mobile broadband access, including voice and data terminals (with the active data service) and data modems exclusively until 2014. The proposed outcome to the closing of a National Broadband Plan is to provide access to broadband internet to 100% of government agencies, including all units of the federal government, states and municipalities as well as all the 70 000 schools and schools unmet located in rural areas. The government's goal is to reach all the 177 000 health units throughout Brazil and more than 10 000 public libraries, as well as the 14 000 public safety agencies. The final target set by the National Broadband Plan of the Ministry of Communications is to broaden digital inclusion in the country, with the deployment of 100 000 new community telecentres by 2014.
