  3. Materials Management-Life Cycle of Materials and Products Product stewardship refers to a broad umbrella of actions to minimize harmful impacts across the entire life cycle of a product.

  7. 2013 - Back to the Legislature

  8. Convenience Standard • One site per every 30,000 population in Oregon; • 95% of residents are within 15 miles of a site; • Collection events for those outside 15 mile radius; • Good faith efforts to add new sites by working with local governments and retail locations

  9. Accountability in the Program Plan • Required to set goals • Revisions (or amendments) required when performance levels not met • Must include 4-year budget with line items for education and outreach; collection, transportation and processing; administrative costs; reserve funds; and DEQ administrative fees

  10. Accountability in the Annual Report • Progress to goals and performance issues; • Specific information about amount of paint and containers collected; • Data, conversion factors used for analysis and any changes in methodologies year to year; • Additional information on program costs

  11. DEQ’s Reporting Requirements • 2018 report to the Legislature; • Annual estimate of paint collected by wasteshed or metropolitan service district; • Annual stakeholder meeting

Education and Outreach • Stewardship organization must: • Promote program and provide consumers with educational materials describing waste reduction and collection opportunities; • Use specified types of education and outreach materials; • Provide educational materials to retailers • Retailer must: • Provide educational materials to consumer at the time of sale

  13. Enforcement Authority • DEQ may: • Issue compliance orders or bring actions against producers, stewardship organizations; • Issue civil penalties on retailers, producers, stewardship organizations

  14. DEQ’s Fees • $10,000 at plan submittal; • $40,000 per year
