PROGRAM OVERVIEW and UPDATE 15 February 2007 Mission: Provide environmental policy guidance, execution authority, and program management on all matters relating to management and resourcing of Army installations worldwide. Provide resources for the Army’s environmental programs. Ensure that environmental program priorities and activities enable the Army mission and supported tenants.

Where the Money Comes From FY 2006 • 11M - DPW direct obligations • Indoor/outdoor pest mgt. • 4M – USACHPPM • Lab services, vector surveillance, • PM program analysis • 0.8M – Environment-funded • IPMP • 0.13M – Conservation • Reimbursable • US Forest Service pest • suppression, DoD forestry • reserve account projects • 0.1M – AEC central funding • Program mgt support. IPM/ • demo guidance/projects

  3. Specific policy guidance has been issued: Using Government Purchase Cards for PM services Self Help Resident Community Initiative (RCI) Policy guidance in place as of 3 Oct 03. On 20 Nov 06, policy was reviewed by the Office of the Judge Advocate General who determined no changes were necessary. Current Issues

  4. IMPAC CARD USAGE Use of government purchase cards (IMPAC) for pest control services was published in the FY 2007 Purchase Card Operating Procedures (U.S. Army Contracting Agency). States that procurement of services below $2500 is prohibited unless prior authorization is received from the designated Pest Management Consultant through the appropriate DPW and the IPMC.

  5. SELF-HELP GUIDANCE WAS PUBLISHED 4 JAN 07 Applies to occupants of family housing and UPH, in addition to building managers of small and/ or remote facilities. Designates responsibilities for PMC’s, IPMC’s, Self-Help Managers, housing occupants and building managers. Encourages non-chemical techniques for lawn management, not permitting issue of weed and feed type of fertilizers.

  6. Pilot program concluded—seven installation CDC’s were certified. Four installations (Forts Bragg, Gordon, Drum and Picatinny Arsenal) are planned for this FY. Plan to train USACHPPM personnel for assistance in this process. Major benefit to Army families-demonstrates that the installation has an outstanding PM program emphasizing IPM principles.
