  2. UNCLASSIFIED Criticality of Spectrum Control of the spectrum is a strategic capability; necessary for every conflict in the foreseeable future. Adversaries will exploit our gaps in spectrum and EW operations, technology, and training. EW proponency across DoD is distributed through multiple organizations across the services. A healthy and joint EW capability is vital to U.S. warfighters. It always has and will continue to save lives. UNCLASSIFIED 2

  3. UNCLASSIFIED Fleet EW Value to Joint Operations SIR , I HONESTLY BELIEVE THAT THIS SUPPORT WILL REDUCE CASUALTIES MORE THAN ANY OTHER SINGLE ACTION OF THE LONG WAR. UNCLASSIFIED Navy Realigns to Achieve Information Dominance • OPNAV N2/N6 • EW resource realignments from N8 to N2/N6 • EW will be aligned under 1-star “Cyber, Sensors and EW” lead • Fleet Cyber Command (FLTCYBERCOM) / Commander Tenth Fleet (C10F) • FLTCYBERCOM to be Navy component to USCYBERCOM • Focus on operations • Navy Cyber Forces Command (NAVCYBERFOR) • Type Commander; responsible for Man, Train and Equip • On par with other TYCOMs for air, surface, subsurface, expeditionary EW is a critical enabler of Navy Information Dominance UNCLASSIFIED

UNCLASSIFIED Fleet Focus on EW & Spectrum Chairman • EW Fleet Collaborative Team (FCT) established via 3 Mar 09 COMUSFF message • Three Integrated Process Teams (IPTs): • Doctrine, Training, Technology • Leverages Fleet-wide EW expertise to ID EW gaps and recommended solutions • Produces annual Fleet EW Integrated Prioritized Capabilities List for USFF • Fleet EW Center established by CNNWC Nov 08 • Unique cross-platform, cross domain EW DOTMLPF issues • Critical integration “engine” for EW FCT issues • Fleet demand for EW readiness focus is expanding Technology IPT Doctrine IPT Training IPT Executive Steering Committee FEWC EW FCT UNCLASSIFIED
