Why FEEDS? . • Electrical safety contributes significantly to domestic accidents, especially fires. • Periodic inspection & regular installation maintenance contribute to domestic electrical safety • ECI’s electrical safety programme recognised this and built a statistical case/model to demonstrate this: • 1st at various national levels • 2nd at an EU level • National and international initiatives stimulated pursuing the same aim of: • influencing change to regulations concerning regular PI • ensuring home users take responsibility for their premises’ electrical installation safety.

The early national programmes & national fire prevention • UK: • FPA involved from the start of the LGA of the electrical safety seminars 1996 – 2000 • Spain: • CEPREVEN & regional government authorities involved in that seminar programme. • Poland • WFE – good research and the power to close buildings • Belgium – Informal contact and discussion with the Belgian Fire Brigades • NB Much of the knowledge about the origins of fires is reported speech • For very good and understandable reasons, official reporting of fires tends to be limited to suspicious cases • These programmes and subsequent EU-wide studies show that consistent official fire incident data does not exist

Housing profiles: • Numbers of homes and their age profiles – EU-25 +/- 180 million. • +/- 70% built pre 1980 • Effective renovation rates [ie contributing to improving electrical safety] – 0.3-0.4% pa • Certainly safe EU homes – those built after 1997 = 14% • Plus further effectively renovated homes over the past 10 years = + 3.5%

Housing electrical safety trends: • Home appliances penetration x2 over the past 20 years. • Domestic energy consumption increased by 11% in 1st half of this decade – since 1980…? Risk modelling eg: • 1980 – system use 30% for 60% of the day = 18% • 2007 – system use 40% for 100% of the day = 40%

  28. What do we know? Increasing demand on unsafe installations results in increasing electrical system sourced fires. Domestic electrical sourced fires: • Decade  2000 electrical system sourced fires +23%; non-electrical +5.3%

Future plans • The next 5 years – Discussion • Acceptance of the FEEDS conclusions • Use of combined data to convince EC Regulators to support Market Intelligence initiative • Interim small scale surveys to Pilot these studies pulling together available information • National Brigade intelligence [corroborating anecdotal / modelling] • EU/ national electrical contractor input • Web use [eg DIIGO / Leonardo ENERGY] for Market Intelligence • Development of a joint Fire Brigade/ Electrical Contractor programme to communicate the message: “Periodic Inspection undertaken every 10 years will reduce Domestic fires of electrical origin.” • Support regulatory development in progress • Address home owners/ users/ proprietors to carry out PI and any subsequent renovation work necessary.
