Canadian Regulation Principles North American harmonization • Safety Standards closely aligned with U.S. rules Unique safety requirements caused by: • Different values (No unbelted testing, theft, symbols, vehicle classification) • Different fleet composition (underride guard) • Harmonization with Provinces and Territories (natural gas containers and installation rules) 2006/TPT-WG-28/LEG-VSHG/002

Canadian Regulation Principles Harmonize with others: • Incorporation by reference UNECE-58 Agreement Regs (e.g. UNECE Regs for headlamps, UNECE 97-Theft, mirrors under review) Hampered by: • Significant safety differences (e.g. pass. car side marker lamps, fuel system integrity 80 km/h, vehicle classification) • Climate(e.g. corrosion/humidity/dust tests for lamps, defroster test) • Self certification vs type approval (language e.g. appreciable transparent, about 5 mm thick, ) 2006/TPT-WG-28/LEG-VSHG/002

  11. 1998 Global Agreement Canadian Understanding • Obligation to initiate gtr adoption (if not abstaining) • No obligation to adopt part or all • must advise Secretary-General of any decision to not adopt the gtr and the basis for that decision • National regulations could incorporate: • only parts of gtr requirements - modules • include additional requirements beyond gtr…. But will jeopardize global harmonization 2006/TPT-WG-28/LEG-VSHG/002

  14. gtr adoption:Canadian principles Ultimate goal is to adopt all gtr requirements • Case 1: Existing similar Canadian regulation • Canada will consider proposing gtr provisions as alternative performance requirements • Compliance with ‘existing’ regulation may continue • Case 2: No existing Canadian regulation • Canada would propose gtr as new regulation • industry will be given reasonable ‘lead time’ 2006/TPT-WG-28/LEG-VSHG/002

Programme of Work Under the 98 Agreement • GRE: - Installation of Lighting & Light-Signalling Devices • GRSP: - Pedestrian Safety - Door Retention Components (gtr 1) - Head Restraints - Lower Anchorages and Tethers for Child Seats • GRSG: - Vehicle Classification, Masses and Dimensions - Safety Glazing - Controls, Tell-tales and Indicators 2006/TPT-WG-28/LEG-VSHG/002

Programme of Work Under the 98 Agreement • GRRF: - Motorcycle Brakes - Passenger Vehicle Brakes • GRPE: - Worldwide Heavy-Duty Certification Procedure - Worldwide Motorcycle Emission Test Cycle (gtr 2) - On-board Diagnostic System for Heavy-Duty Vehicles - Off-cycle Emissions - Non-road Mobile Machinery (PM Test) 2006/TPT-WG-28/LEG-VSHG/002

Installation of Lighting & Light-Signalling Devices • Several items still under discussion (presence of side marker lamps, rear fog lamps, DRL, etc.; aiming of headlamps; devices installation height; etc.) • Potential solutions: • Find common area for compliance • Eliminate some disputed provisions and leave limited number of items as options for future resolution • Include all issues as options • Continue talking … • Discussion to continue during October GRE 2006/TPT-WG-28/LEG-VSHG/002

Controls, Tell-tales and Indicators • Text of the gtr is completed • Last item to be decided is table depicting symbols • NHTSA allows or requires words instead of symbols • Other countries require ISO symbols • Industry conducted research re. comprehension of symbols • US Alliance of Auto Man. (AAM) Research • Discussion to continue during October GRSG 2006/TPT-WG-28/LEG-VSHG/002

  21. Motorcycle Brake Systems • gtr text adopted by GRRF • Includes re-engineered tests for ABS with objective performance requirements • Draft gtr on WP.29 agenda for November 2006/TPT-WG-28/LEG-VSHG/002
