ACP Science and Technology Programme OBJECTIVE • Support ACP countries in formulating and implementing S & T policies.
ACP Science and Technology Programme PURPOSE Strengthen the internal S & T capacity of ACP countries at three levels: • Institutional, administrative and policy making levels • Academic research and technology • Business and civil society
ACP Science and Technology Programme EXPECTED RESULTS ..1/2 • Networksestablished or consolidated (intra ACP-level with linkages to international networks) • Capacity increased to assess research needs to facilitate the formulation and implementation of research policies
ACP Science and Technology Programme EXPECTED RESULTS .. 2/2 • Capacity and incentives increased to research network partners to prepare and submit project proposals to funding • Research results better capitalized and disseminated • Quality of research results improved
ACP Science and Technology Programme Thematic focus areas: • Quality health care (traditionaland biodiversity dependent community medicines, biotechnology);
ACP Science and Technology Programme Thematic focus areas: • Environment research activities (climatic variability, biodiversity, deforestation, desertification, raising sea levels, appropriate indigenous technology, access to and adaptation of appropriate foreign technology);
ACP Science and Technology Programme Thematic focus areas: • Energy (solar, wind, hydro and biomass); • Transport (transport congestion, air pollution and accidents);
ACP Science and Technology Programme Thematic focus areas: • Agriculture and agro industry (food productivity and security, farmer’s participation by farmers in production and post-harvest management); • Sustainable trade
ACP Science and Technology Programme How is the Programme being implemented? The ACP Secretariat will organize a Call for Proposals based on which selected projects will receive a grant.
ACP Science and Technology Programme Who can participate in the Programme? Institutions from all 79 ACP countries; the 27 EU Member States; the 3 EU Candidate countries; and the 3 EEA EFTA States.
ACP Science and Technology Programme What kind of institutions can participate? • (a) ACP national and regional science and technology organizations; • b) Regional science and technology institutions; • (c) Established ACP science and technology networks; • (d) the African Union and regional organisations or groupings such as ECOWAS, SADC or CARICOM amongst others
ACP Science and Technology Programme Partnership requirement • Partnerships must involve at least three organisations from at least two different ACP Member States. • The number of ACP partners in a partnership must be greater than the number of non-ACP partners.
ACP Science and Technology Programme Who can participate in the Programme? • legal persons; • three-year record of activities in research and S & T; • be able to demonstrate their experience and capacity to manage activities (scale and complexity); • stable and sufficient sources of finance;
ACP Science and Technology Programme Size of Grants for approved projects: between Euro 350.000 and 1.000.000 Exception: Proposals with activities in all six ACP regions Project financed to 85 % by Grant and to 15 % through counterpart financing
ACP Science and Technology Programme Time frame Projects: Activities of selected projects can last between one and three years
