C2F Vision and Mission UNCLAS • Vision– C2F will accomplish our mission with excellence as our standard, today and in the future, in the Atlantic and Globally as directed, because our Nation requires this from us, as we continually improve all that we do. • Mission • Naval Operations: Exercise delegated Operational Control (OPCON) and Administrative Control (ADCON) of assigned ships, aircraft, and landing forces. • Joint Operations: Plan for and, when directed, conduct maritime, joint and combined operations in support of designated Unified and Allied Commanders. • Naval Training: Train, certify, and provide maritime forces to respond effectively to global contingencies. • Joint Training: Conduct maritime and joint/combined training in support of Unified and Allied Commanders.

1. Fleet Operations to Achieve Mission in C2F AOR • Fleet Operations. Conduct safe and effective day to day Fleet maritime, joint, and combined Task Force operations to: • Defend the Homeland • Train/certify maritime, joint & combined Task Forces for Global assignment • Achieve other assigned mission objectives • JTF capable headquarters sustainment. C2F shall sustain the readiness, capability, and capacity as a JTF capable headquarters to achieve objectives of the Combatant Commander. • C2F MHQ w/MOC operations. C2F headquarters will continually improve command and control at the Operational Level of War. Sustain readiness, capability and capacity to fulfill duties as a Combined and/or Joint Force Maritime Component Commander (C/JFMCC).

JTF Capable Headquarters Sustainment 30 Oct 2007: C2F certified as JTF-Capable HQ by USJFCOM. Multi-functional, deployable, scalable, inherently Joint 3-star HQ Manned, Trained, and Equipped to assume high priority contingency missions, as directed by USJFCOM Initial USJFCOM certification ISO designated SOUTHCOM numbered CONPLANs / FUNCPLANs Persistent relationship enables basic familiarity with COCOM plans if/when C2F activated as JTF-HQ. C2F is the first Navy 3 Star Headquarters to certify as a Joint Task Force Capable Headquarters!
Maritime Operations Center End State “Adherence to guidance contained in NWP 3-32 and NTTP 3-32.1 will ensure: …standardized staff functions and processes that enable interoperability with the joint community and commonality across all fleet and principal headquarters. To continually address fleet management and operational responsibilities the MHQ w/ MOC organization must be: Flexible – capable of adjusting to changing priorities, whether fleet management or operational. Tailorable – capable of smoothly transitioning as the commander is assigned different roles. Scalable – capable of integrating additional capacity or capabilities in response to new missions. Enhance the CJOS COE in providing a focus for the sponsoring nations and NATO in improving allied ability to conduct Joint Operations from the sea in order to ensure that current and emerging global security challenges can be successfully tackled. Focus CJOS COE efforts to continue to add value within the multi-national environment in: • Training and experimentation • Leading edge concept and capability development • Allied and multi-national partnerships. Director’s Guidance – CJOS COE Vision Mission Within 5 years, to become the pre-eminent source of innovative specialist advice and expertise on all Multi-National aspects of Combined Joint Operations from the Sea in support of the Sponsoring Nations, NATO and other non-NATO allies.
