CHARACTERIZING THE IRAQI ENEMY
Four Main Groups
Former Regime Elements
Terrorists, Extremists, & Foreign Fighters
Shia Oppositionists
Criminals: weapons marketing, smuggling, & kidnappings
Common Objective:
Coalition failure
Destabilize Interim Iraqi Government
Divergent Objectives:
Former regime elements seek to regain power
Extremists & terrorists desire an Islamic State
Enemy will continue attacks and escalate violence through the election period.
Terrorists & extremists will attempt significant increase in attacks to prevent emergence of moderate government.
20. II. ANTI-IRAQI COALITION STRATEGY
Discredit and paralyze Interim Iraqi Government
Isolate & discredit coalition through violence, intimidation, and the use of media
Disrupt formation of Iraqi Security Forces
Impede economic stability by attacking key infrastructure
Capitalize on shared ideology of “anti-occupation”
Expand coordination between networks and groups
Enhance external resources network
III. IRAQ WAY AHEAD
Kill / Capture Anti-Coalition Militia (ACM)
Support Interim Iraqi Governance
Support to the election process
Build security sector capacity
21. THREAT: EXTREMIST MOVEMENT Disguised as a return to Fundamental (Salafist) Islam
Plays upon humiliation, blame, and need to restore Islamic glory (Arab-Israeli War defeat, OEF and OIF losses were due to religiously corrupt leaders; West seeks to destroy Islam)
Continued progressive messages by terrorist leaders about blame and who is responsible for Muslim oppression
Saudi regime, U.S., Israel, Allies of U.S. and secular regional regimes
Extremists use blame, hatred, & perverted interpretation of Islam to recruit & justify global terrorism
Messages emphasize that West is attacking Islam, therefore it is the religious duty of all to fight to save Islam
Genuine ideological movement
Powerful motivations of revenge, power, and control
22.
ELECTIONS ARE…
“THE ENEMY OF THE ENEMY.”
28. I. HOA ELEMENTS OF INSTABILITY

Corruption
Arms trafficking
II. HOA WAY AHEAD

29. Find, fix, and finish extremist/terrorist leadership
Stabilize Afghanistan
Stabilize Iraq
Build capability in HOA
Keep terrorist networks under pressure worldwide
Organize international/interagency efforts for synergy
Win intelligence battle
Gain initiative in battle of perceptions
Help nations help themselves…enable moderation and instill hope for a better future

QUESTIONS?
33.
“Do not try to do too much with your own hands. Better the Arabs do it tolerably than you do it perfectly. It is their war, and you are here to help them, not to win it for them. Actually, also, under the very odd conditions of Arabia, your practical work will not be as good as, perhaps, you think it is. It may take them longer and it may not be as good as you think, but if it is theirs, it will be better”
