    7. Command Surgeon’s Mission Coordinate military medical operations and medical support to the full spectrum of combat operations. Provide system integration and oversight with emphasis on: - Force Health Protection - Responsive & adequate medical capability - Synchronize component & coalition medical support Manage Theater Joint Blood Program Coordinate Inter & Intra Theater Patient Evacuation Anticipate and respond to emerging requirements and anticipate follow on missions This is a restated version of the mission statement from the Health Service Support chapter of the CINC’s Warfighting Instructions dated 1 Nov 97 (Ch 11, CCR 525-1 Vol I). The mission statement considers plans and operations as well as Force Medical Protection measures, humanitarian assistance programs and host nation support arrangements. The Joint Blood Program and Patient Movement Centers are established within the Boards, Bureaus, Centers and Offices necessary to exercise the CINC’s directive authority. Terrorists & extremists will attempt significant increase in attacks to prevent emergence of moderate government.

THREAT: EXTREMIST MOVEMENT Disguised as a return to Fundamental (Salafist) Islam Plays upon humiliation, blame, and need to restore Islamic glory (Arab-Israeli War defeat, OEF and OIF losses were due to religiously corrupt leaders; West seeks to destroy Islam) Continued progressive messages by terrorist leaders about blame and who is responsible for Muslim oppression Saudi regime, U.S., Israel, Allies of U.S. and secular regional regimes Extremists use blame, hatred, & perverted interpretation of Islam to recruit & justify global terrorism Messages emphasize that West is attacking Islam, therefore it is the religious duty of all to fight to save Islam Genuine ideological movement Powerful motivations of revenge, power, and control
