Overview • OWIN = Oregon Wireless Interoperability Network • Consortium of: • Oregon State Police • Oregon Department of Transportation • Oregon Department of Forestry • Oregon Department of Corrections • Build new P25 communications network to meet FCC narrow-banding mandate by the end of 2012 • Requires the buildout or upgrade of ~294 sites • ~50 sites are existing, built by counties or agencies that plan to tie in to the new network • Limited CM/GC scope • First projects will begin this month • GDIT will be accepting applications and qualifying subcontractors during the entire project, through the end of 2012!

Timing of Project Awards • 2010 – 20 sites • 2011 – 175 sites • 2012 – 65 sites
Value of Project Awards • ~$39M of construction projects/work will be competitively bid over the next 3 years
Small Business Outreach • GD will periodically act as the GC to provide opportunities to small firms • GD will require a Minority Outreach Plan from all approved Contractors • Small firm participation on past projects • How Vendor will extend opportunities to small firms specifically for this project • Vendor’s target by discipline for small firm participation • Require a quarterly report on small firm participation • Price will not be the sole factor in determining contract awards • Small firm participation • Resource availability • Quality rating from past work • Schedule adherence • Change order performance
Small Business Outreach – con’t. • Companies that may not qualify as GCs will be given a complete list and access to approved contractors for subcontractor opportunities • Link of approved GCs with contact information will be provided on OAME website. • GD will also schedule opportunities, on a quarterly basis, that allows potential subcontractors to meet with all qualified firms. • In order to help with the cash-flow of Oregon-based contractors, GD will process payments within 15 days of completed/approved work.
