  2. Niche sectors Real potential but not valorized Agriculture, Livestock and Fisheries Extractive reserves with high export potential Mining &Oil Emerging sectors Tourism & Renewable Energy

  3. Outline I- Potentialities/ assets by sector II- Opportunities for private operators III- Policies and strategic reforms

  4. Agriculture and Livestock Sectors Potentialities Potentialities High Priority- 2008: Agricultural Year Livestock Important and diverse livestock (Growth Rate 3,5%/year) Red meat production: 75.000T/year of which 40% is exported on foot without VA Associated branches still not exploited (red meat, leather and skins) Irrigated Agriculture (Senegal River) 135.000 ha ready for Irrigated agriculture on the Senegal River Only20.000 ha really cultivated Favorable agro-climatic conditions Strong potential for diversification Great fodder production area Assets production areas accessible through paved roads Proximity to regional and European markets Favorable Trade Agreements with EU and neighboring countries Country free of rinderpest Priority given to sector development and food self-sufficiency

  5. Diversified branches Opportunities Opportunities Exporting cattle on foot: Senegal-Mali-Morocco-Algeria-Libya soon. Possibility of transformation after fattening and then export to the Maghreb and Golf countries Red meat Primary production limited by the small production of red meat; Opportunity to develop the sub sector and export to Europe, WA and Maghreb Leather and Skins Unsatisfied domestic demand Imports 49,000 T per year Small part of milk production traded (<10%),the most important part is self-consumed. Niche for export: camel’s milk and cheese (Arab countries , USA, Europe) Milk and Diary products

  6. Diversified production chains Opportunities Opportunities Cereals/Rice Favorable Climatic conditions World Crisis and escalation of price Coverage of national needs only 24%, remaining imported Import Substitution mainlyfrom the subregion Small national production Exportation to EU Vegetables & fruits Import Substitution No national production, high demand from farmers faced with the scarcity of pasture Beginning of semi-intensive farming; Ilivestock productivity increased and also for associated chains (milk, meat) Cattle Food

  7. Agriculture and Livestock Sectors Opportunities Opportunities Developing the sector through private investment Despite the existing potentialities, • The national cereal production covers only 25% of the country's needs; • Some braches with considerable potential for valorization : red meat, leather, skins, diary products • The agricultural sector growth cannot be achieved without private sector Investments bringing modern and innovative technologies

  8. Fisheries Sector Potentialities Potentialities Fishing …strategic sector, 2nd pillar of the country exports Potential Fisheries 720 km coastal facade 1.5 million t/yr which 100,000 t/yr of demersal resources(Cephalopods, demersal fish, crustaceans) 1,1 m t/yr of pelagic resources 0,3 m t/yr of bivalve mollusks not exploited Sector place in the economy 4-6% of national GDP / 95% of captures are exported / 40% of export revenue 25% of the fiscal revenues 36 000 jobs in the modern sector 60 plants for treatment and storage approved for EU exports Domestic production Domestic production mostly exported without Added value to EU, Asia, sub region Only 10% processed High diversity of fishes 700 of which are of high value Fisheries Agreements Opening of Mauritanian waters to European boats Actual captures (~700.000 t/yr) Industrial Fisheries: 90% Artisanal and inshore fisheries : 10%

  9. Fisheries Sector Opportunities Opportunities High potential for extensive growth, in a context of worldwide resources shortage • Strong demand for seafood from European and Asian markets • Opportunities to invest in the processing and conservation industry • Emerging Fisheries Development (anchovies, mollusks…); • Opportunities to develop aquaculture and breeding • Development of Infrastructure : extension of fishing port, new mining port, airports, basic services • A strategy (2008-2012) towards a streamlined and sustainable management of resources and land valorization of fishery products for the sector’s better integration of the sector to the national economy

  10. Mining Sector Potentialities Potentialities Used to be the lung of the country’seconomy in the seventies and today main pillar of growth • 13% of national GDP 11% budget revenues 12 million iron ore / year (SNIM) 1.5% of world production of Iron   8% of EU iron imports 6000 jobs Very favorable geological context importance and diversity of mining indices ( 700 indices : iron, gold, copper, diamond…) Efficient information system : data room, mining cadastre Growing sector : 30 companies / 145 mining titles Including 6 for the exploitation

  11. SNIM Mhaoudat/Guelb/Kédia 180 Mt of Hematite (65% iron) 600 Mt of Magnetite (35% iron) Red Back (Lunin Group): Tasiast / Gold Réserves : 40 tons d’Au Production : 120.000 oz/yr Current Investors • Agrineq S.A • BSA • Mauritanian Cooper Mine (MCM) / First Quantum Minerals • Mauritanian Holdings Pty Ltd • PT BumiResourcesTbk • SNIM • Tasiast Mauritanie Limited SA • Ashton Mining • BHP • Diamet • Esgma • General Mines Services • ID Geoservices • MauritanianMetalsPty Ltd • Murchison United NL • SRET • Somisel • Sophosma • WadiRawda Operating Areas First Quantum Minerals : Akjoujt / Copper and Gold Reserves : 23 Mt Cu + Au Production : 120.000 t/ yr Concentrated to25% de Cop et 66.000 oz of Au/yr SAMIA : Gypsium / Sebkha N’Dramcha Reserves : 140 Mt Production : 50.000 t /yr Sophosma : Phosphate / Bophal Reserves : 126 Mt (21% P2O5)

  12. Mining Sector Policies and strategic reforms • sector policy aiming at developing mining research and exploitation of resources (eg copper plant in Akjoujt –a gold factory recovery in TAZIAST) • Institutional Strengthening of the Sector Project,(PRISM-WB, IDB) • An improved legal framework: mining code + mining convention compliant to the standards • Establishment of a mining cadastre • Study of an iron ore pelletizing project (El Aouj project, SNIM) • Construction of the railways Nouakchott-Kaedi for phosphate (PPP) • New mining port in Nouadhibou • Closeness of the main export market UE,

  13. Sectors:OilandGas Opportunities Opportunities dependency on imports No refineryGas: only 10% of domestic energy versus coal, wood Substantial Reserves Gas: 70 billion m3 Oil: 500 Million Barrels February 2006: beginning of offshore oil production • development of prospection and exploitation of oil • Intensified exploration activities in the Onshore where promising indices • Favorable Legal framework for promoting private investment: mining code, PSC
