The program indicates the order in which each race is to be run, the purse conditions, the jockey of each horse, each owner's racing colors, the weight assigned to each horse and each horse's name, number, post position, color, sex, age and breeding. The Handicapper, who may be the Racing Secretary, assigns the weights to be carried by each horse in a handicap. Requirements: 1) Application must be approved by the stewards. 2) Must be qualified as to ability and integrity of license sought and have the endorsement of employer. 3) Must not have been convicted of a crime, excluding minor traffic offenses. 4) Must not be habitually intoxicated or addicted to drugs. 5) Must not be engaged in any activity or practice which is illegal, undesirable, or detrimental to the best interest of the public and the sport of racing. No examinations. Qualifications are determined from application and employer endorsements. Commission may require applicant and endorsers to appear in person and show proof of qualifications.
