Copyright © Freddy Jacobs - 2014 Whois eligible ? • Those that already exist ! • Consider a take-over to accelerate applications -including the projects that they did – 5 year rule get approval before you buy in a letter from the ministry of agriculture • It is very important to make a planning 12 months upfront in cooperation with a team of specialists • Most investors are too late or do not want to pay for the expert team and they loose the money and effort Easy and free money does not exist…….

We provide this services on an interim management basis

Copyright © Freddy Jacobs - 2014 Agri measure 121: primary production „Modernizarea exploataţilor agricole” se încadrează în Axa I „Creşterea competitivităţii sectorului agricol şi silvic” şi are ca obiective: • Introducerea şi dezvoltarea de tehnologii şi procedee noi, diversificarea producţiei, ajustarea profilului, nivelului şi calităţii producţiei la cerinţele pieţei, inclusiv a celei ecologice, precum şi producerea şi utilizarea energiei din surse regenerabile; • Adaptarea exploataţiilor la standardele comunitare; Creşterea veniturilor exploataţiilor agricole sprijinite; • Sprijinirea membrilor grupurilor de producători sau ai altor forme asociative în vederea încurajării fenomenului de asociere.

Pentru sectorul vegetal: 1.a proiecte cu construcții montaj, valoarea maximă eligibilă este de 1.000.000 euro,ponderea sprijinului nerambursabil va fi de 40% (reprezentând 400.000 Euro). 1.b proiecte privind achiziția de utilaje și echipamente, valoarea maximă eligibilă este de700.000 euro, ponderea sprijinului nerambursabil va fi de 40% (reprezentând 280.000Euro). 2. Pentru sectorul zootehnic: 2.a proiecte cu construcții montaj, valoarea maximă eligibilă este de 2.000.000 euro,ponderea sprijinului nerambursabil va fi de 40% (reprezentând 800.000 Euro). 2.b proiecte privind achiziția de utilaje și echipamente este de 1.000.000 euro, pondereasprijinului nerambursabil va fi de 40% (reprezentând 400.000 Euro). 3. Pentru proiectele care includ investiţii pentru introducerea standardului lapte crud, valoarea maxima eligibila este de 2.000.000 euro. Ponderea sprijinului nerambursabil va fi de 40%(reprezentând 800.000 Euro). Pentru aceste sectoare sprijinul nerambursabil se va putea majora cu: o 10% ‐ pentru investiţiile realizate de tinerii agricultori cu vârsta sub 40 ani, la datadepunerii Cererii de Finanţare; o 10% ‐ pentru investiţiile realizate de agricultorii din zonele montane cu handicap natural,în zone cu handicap natural şi în arii naturale protejate încadrate în reţeaua Natura 2000(conform Regulamentului CE nr.1698/2005, art. 36, litera a, punctele i, ii şi iii); o 10% ‐ pentru investitiile avand drept scop implementarea noilor provocari prinurmatoarele tipuri de operaţiuni: „îmbunătăţirea eficienţei utilizării şi depozităriiîngrăşămintelor cu azotat”, „instalaţii pentru tratamentul apelor reziduale în exploatatii agricole şi în cadrul proceselor de prelucrare şi comercializare”. Această majorare seaplică exclusiv la partea din proiect destinată investiţiilor în aceste două tipuri de operatiuni;

Copyright © Freddy Jacobs - 2014 Agri Measure 123: processing • "Creşterea valorii adăugate a produselor agricole şi forestiere" se încadrează în Axa I – „Creşterea competitivităţii sectorului agricol şi silvic” şi are ca obiective principale: • Introducerea şi dezvoltarea de tehnologii şi procedee pentru obţinerea de noi produse agricole şi forestiere competitive; • Adaptarea întreprinderilor la noile standarde comunitare atât în etapa de procesare cât şi în cea de distribuţie a produselor obţinute; • Îmbunătăţirea veniturilor întreprinderilor sprijinite prin creşterea valorii adăugate a produselor agricole; • Creşterea valorii adăugate a produselor forestiere precum şi a eficienţei economice a activităţii microîntreprinderilor, prin dezvoltarea şi modernizarea echipamentelor, proceselor şi tehnologiilor de prelucrare. • Pentru microîntreprinderi şi întreprinderi mici şi mijlocii – cuantumul sprijinului este de 50% dinvaloarea eligibilă a investiţiei, cu un plafon maxim al sprijinului public nerambursabil de 2.000.000de Euro/ proiect.

Copyright © Freddy Jacobs - 2014 Practical Agri • Look for a set-up specialist/expert/…. • Create a Romanian company asap with the expert • Buy a land = property search with…. • Have the correct eligible codes of activity • Carry this activity for one fiscal year • End that year with a P/L that shows profit • File whenever there is a call • Or accelerate and do a take-over of an eligible company – or make it eligible by generating profit “Average Duration: 6-14 months !”

Copyright © Freddy Jacobs - 2014 Experiences with investors – audit and dd • We performed two due diligence for investment funds in 2013 • One deal was not compact and not ok so the investment fund left Romania and avoided losses • The other deal was not perfect but it passed the audit and today the negotiations are still going on - large farm, large surface • We also evaluated deals of 100-300 hectares • The main problems where compactness and the paperwork • The investors did not buy and are still searching Conclusion: easy money does not exist and you should be willing to pay for a good and clear deal

Sprijinirea dezvoltării microîntreprinderilor Solicitantul este societate comercială sau societate cooperativă, care se încadrează în categoria microîntreprinderilor.Sucursalele, agenţiile, reprezentanţele sau alte unităţi fără personalitate juridică nu sunt eligibile.Microîntreprinderi = întreprinderi care au până la 9 salariaţi şi realizează o cifră de afaceri anuală netă sau deţin active totale de până la 2 milioane de euro, echivalent în lei, conform Legii 346/2004 privind stimularea înfiinţării şi dezvoltării IMM, cu modificările şi completările ulterioare. Regio finanţează investiţii numai în anumite domenii de activitate (vezi mai jos lista domeniilor de activitate eligibile, pe clase CAEN). see guide Valoarea totală a proiectului (suma cheltuielilor eligibile şi neeligibile) trebuie să fie cuprinsă între 100.000 lei şi 3.000.000 lei. Condiţia se va menţine pe toată durata de implementare a proiectului.

Dacă microîntreprinderea nu a mai beneficiat de ajutor de minimis în ultimii 3 ani fiscali (inclusiv anul curent depunerii cererii de finanţare)  Valoarea maximă a finanţării nerambursabile ce poate fi obţinută, în regim de minimis, este de 200.000 euro. Dacă valoarea totală a proiectului = 270.000 euro, din care: - Valoarea cheltuielilor eligibile = 180.000 euro - Valoarea cheltuielilor neeligibile = 90.000 euro  Valoarea maximă efectivă a finanţării nerambursabile = 100% x 180.000 euro = 180.000 euro. Aceasta se încadrează în plafonul de minimis (200.000 euro)  Contribuţia proprie minimă a solicitantului = valoarea neeligibilă a proiectului (90.000 euro) = 90.000 euro

Dacă cererea de finanţare este depusă în cursul anului 2014, iar microîntreprinderea a mai beneficiat de ajutoare de minimis în cuantum total de 60.000 euro (respectiv 35.000 euro în 2012 şi 25.000 euro în 2013)  Valoarea maximă a finanţării nerambursabile ce poate fi obţinută, în regim de minimis, este de 140.000 euro. Dacă valoarea totală a proiectului = 300.000 euro, din care: - Valoarea cheltuielilor eligibile = 210.000 euro - Valoarea cheltuielilor neeligibile = 90.000 euro  Valoarea maximă efectivă a finanţării nerambursabile = 100% x 210.000 euro = 210.000 euro care se limitează însă la plafonul de minimis  140.000 euro. Restul de 70.000 euro se vor adăuga la contribuţia solicitantului la valoarea eligibilă a proiectului.  Contribuţia proprie minimă a solicitantului = contribuţia la valoarea eligibilă a proiectului (70.000 euro) + valoarea neeligibilă a proiectului (90.000 euro) = 160.000 euro
