Introduction The purpose of the Perkins Annual Report is to: • Describe implementation status of the activities identified for 2008-2009 in your 2008-2013 Perkins IV Local or Consortium Basic Grant Plan • Describe results of the Regional Reserve Fund investment for strengthening regional alignment & articulation, and regional professional development (Regional Reserve Fund Consortia ONLY)
Introduction (cont.) The purpose of the Perkins Annual Report (cont.): • Account for expenditure of local Perkins Basic & Regional Reserve Grant funds • Assist recipients in preparing for the 2010-1011 plan • Fulfill a legal requirement (Carl D. Perkins Career and Technical Education Improvement Act of 2006, Section 113, 4C, i)
Introduction (cont.) The Annual Report consists of two separate documents: • 2008-2009 Perkins Basic Grant Annual Report • 2008-2009 Perkins Reserve Grant Annual Report

An electronic copy attached to an e-mail will be accepted by the November 18, 2009 due date. An original signed assurance (the cover page) is due to the Oregon Department of Education no later than November 25, 2009.
General Guidelines for Writing • Boxes will expand to accommodate your needs • Three boxes are provided • delete any you do not need • copy and paste if you need more • Every activity listed in your 2008-2013 Local Perkins IV Plan should have a separate box for Activities and Results
General Guidelines for Writing (cont.) • Use past tense • Be truthful • Use bulleted statements when appropriate • Link your Reports directly to your Plans
General Guidelines for Writing (cont.) Provide enough detail about: • How Perkins funds were expended • What worked and what did not work • What alterations were made
Final Spending Workbook • Identify the following, by object code: • The original, proposed total expenditures • The final expenditures total • The % of change from the beginning of the grant period to the end of the grant period • Also identify the reason for any changes
Inventory • Separate inventory for Basic Grant and Regional Reserve Funds purchases • Equipment and non-consumable supplies • Minimum value of items to be included is $200.00 • Sample inventory form at the end of each Report form • The minimum of what must be included
Overviews of 2008-2009 • Part IA of each Report is an Overview • Briefly describe Program of Study work done • Identify major opportunities and challenges • Identify the high points and low points of the year • Provide the context for your expenditure of federal funds
Report on the 2008-2009Activities (Part IA) Organized by the Core Elements • Basic Grant • Standards and Content (Section SC) • Alignment and Articulation (Section AA) • Accountability and Evaluation (Section AE) • Professional Development (Section PD) • Student Support Services (Section SS) • Reserve Grant • Regional Alignment and Articulation (Section RAA) • Regional Professional Development (Section RPD)
Perkins Funds Expended • Reported in the Perkins Funds Expended box for each Core Element • Must align with the funds reported in the Budget Spending Reports
Activities Boxes • Review your 2008-2013 Perkins Plan(s) • A progress report on all of the activities that were listed in the Plan is required • You may copy and paste the activities from your 2008-2013 Plans into the Activities box
Results Boxes • Describe your progress for key strategies and all activities • For each activity, give examples of what worked and what did not
Example Questions to Ask Yourself • Were the activities successfully implemented? • Did they have the outcome that you hoped for? • How did you measure your progress? • If the activity was not successful, why not? • What alterations did you make? • How did you choose them? • How successful were the alterations?
Helpful Hint Items in the Required Elements sections may help you frame your statements in the Results boxes.
BASIC GRANT REPORTS ONLY Report on Local Improvement Planning Process (Section IC) • Assumption: the expenditure of federal funds is guided by a local improvement planning process (may not be called by that name) • This is an opportunity to reflect on what process was used to plan your local improvement, and describe it
Improvement Planning Process (cont.) (BASIC GRANT REPORT ONLY) • What Improvement Planning Process did you use throughout the year (2008-09)? • How well did your process work? • Who was involved in the process? • What changes did you make to the process? • How did you improve your process?
Required Elements (Part II) • Taken directly from the Carl D. Perkins Career and Technical Education Act of 2006 • For a full alignment of the items with the sections of the law, see the Appendices

Required Elements (cont.) • For each item, indicate where your Report addresses that item, in the box labeled “Section(s)” • Note all sections where such mention may be found
Required Elements (cont.) • If an item in the Required Elements is not specifically mentioned in your Report • Discuss how it was addressed during the year (Discussion) • If an item was not addressed during the year • Put “NA” (“Not Applicable”) in the Section(s) box
NOTE When the Reports are reviewed, the items marked “NA” will help identify technical assistance needs.
BASIC GRANT ONLY The Optional Responses will help identify where promising practices are happening, as well as help us “tell the story” of CTE in Oregon.
RESERVE GRANT ONLY Each item will be addressed in terms of Regional Alignment and Articulation, and Regional Professional Development.

Provide students experiences in allaspects of an industry • Each local plan shall…describe how the eligible recipient will…provide students with strong experience in, and understanding of, all aspects of an industry (Section 134b, 3C) • Funds…shall be used to support career and technical education programs that…provide students with strong experience in and understanding of all aspects of an industry, which may include work based learning experiences (Section 135b, 3) • Activities…may include…support for career and technical education programs that offer experience in, and understanding of, all aspects of an industry for which students are preparing to enter (Section 124c, 6)

Support partnerships among stakeholders to benefit student achievement • Activities…shall include…supporting partnerships among local educational agencies, institutions of higher education, adult education providers, and, as appropriate, other entities, such as employers, labor organizations, intermediaries, parents, and local partnerships, to enable students to achieve State academic standards, and career and technical skills, or complete career and technical programs of study (Section 124b, 6) • Activities…may include…support for partnerships between education and business or business intermediaries, including cooperative education and adjunct faculty arrangements at the secondary and postsecondary levels (Section 124c, 8)
