The Federal Decree No.6 of 2009 – Nuclear Law The Law establishes Federal Authority for Nuclear Regulation (FANR) as the independent nuclear regulator for nuclear safety, nuclear security, radiation protection and safeguards in the UAE The legal framework for Safety, Security, Safeguards in the Nuclear Sector have been established, which includes nuclear facilities and regulated material (radioactive material / radiation generators / nuclear material / trigger list Items and nuclear related dual-use items). The Nuclear Safety and Security Interface addressed in FANR’s regulatory framework FANR-REG-01 [Management Systems for Nuclear Facilities], Article 4 (5): “The Licensee shall use the Management System to promote and support a strong Safety Culture and Security Culture by ensuring that security measures balance any conflicting objectives of Safety, Operations, and security. Safety and security shall be considered together, such that one does not compromise the other. Potential conflicting requirements should be carefully analysed to ensure that they do not jeopardise Nuclear Safety.” FANR-REG-08 [Physical Protection of Nuclear Material and Nuclear Facilities], Article 9 (1): “The Licensee shall ensure that the Physical Protection System balances any conflicting objectives of Safety, Operation and Physical Protection... Potential conflicting requirements resulting from Safety and Physical Protection considerations shall be carefully analyzed to ensure that they do not jeopardies Nuclear Safety.
The Assessment and Authorization process The development of Regulations and Regulatory Guides is reviewed both by safety and nuclear security teams to ensure their consistency. Licensing processes for regulated activities (radioactive materials and Nuclear Power Plant) are the same for safety and security to obtain one license for one activity.

The licensee of Barakah NPP dealing with the Nuclear Safety and Security Interface Implement the procedure SNS-PRC-111-27, “Barakah NPP Safety and Security Interface” This procedure Took into account: • INSAG-24: The Interface between Safety and Security at Nuclear Power Plants • U.S. Nuclear Regulatory Commission (NRC), Regulatory Guide 5.74 (RG 5.74) / June 2009; Managing the Safety/Security Interface Screened any activities from the design, construction and operation
The licensee of Barakah NPP dealing with the Nuclear Safety and Security Interface The procedure SNS-PRC-111-27: Provide the requirements to assess planned and emergent changes and activities to identify any potential adverse impacts on safety and security Manage adverse impacts to preclude compromise of the plant safety and the Physical Protection Plan Accomplished through communicating proposed changes to appropriate personnel knowledgeable for assessment and management E.g. Marine barrier screened for safety before building it inside the intake channel
