TRADOC Core Competency Assessment • BLUF: Major and Captain shortages (mostly KD) throughout TRADOC formations jeopardize TRADOC’s Core Competencies now and in the near future. • Since 9/11, TRADOC’s workload and personnel fill are in tension: • TRADOC daily average Training workload increased 27K (approximate) • Futures and Combat Developments requirements increased • Military authorizations declined 7K • DA Civilian authorizations declined 4K • Contractors increased 9K • “De-Greening” of mid-grade leadership, instructors and analyst coupled with Contractor Dependence further erode Core Competencies’ foundation • To maintain current readiness, TRADOC Needs: • Continue ADOS-AC funding to man 380 critical military positions • Continue Retiree Recall • Continue Overseas Contingency Operations (OCO) funding • Fully resource all TRAPs • Level or decrease WIAS taskings • Fill the right officer into the right position to at least 75% of officer authorizations • To improve readiness, TRADOC Desires: • 95% officer fill rate • 99% officer and enlisted distribution accuracy (right soldier in right position)

TRADOC Core Competency and Function Assessment(MSO Assessment) Manage and Execute the Human Resources Lifecycle G Execute Initial Individual Military Training A IMT: Although Drill Sergeant and AIT PSG fills are green, IMT degraded by ADOS funding, contractor funding, BOLC-B Captain fill and IMT (BDE and BN) staff fill. Acquire: *Distribute: (HRC) *Sustain: (G1) *Transition: (G1) *Structure: (G3 FDD and ARCIC) *Develop: (Army and CoEs) Prepare the Army to Dominate FSO in a JIIM Environment Leader Development: Interrelated functions. “De-greening” of role models (<30% ILE Instructors are Mil); lack of personnel resources. Lessons Learned: Shortage of military manning (31% fill) reduces our ability to field collection teams and support CTC/MTC training. Doctrine: insufficient resources assigned to doctrine development positions throughout TRADOC – filled 49% of authorizations. Training Development: Impacted by lack of resources, split responsibilities with TRADOC Training Support: ITE &LVC-IA on track; dL getting fixed; Sims/simulations doing well; CTC undermanned but getting job done Functional Training: TRADOC good @ turning courses needed for the fight A Develop and Integrate Capabilities A Concepts Development: Lack of personnel with operational credentials and futures assessment skills hinders quality and content of CD Products within required two year cycles. Requirements Determination: Establishing CDIDs at CoE has mitigated some risk by consolidating personnel. However, shortages in qualified RD personal still place RD at risk. Capability Integration: Degraded by lack of personnel with appropriate knowledge and experience required to integrate capabilities across warfighting functions and organizations.
