Local Transport Plan Cycle Target • 11% increase required between 2004/5 & 2010/11 – Currently ahead of target • Funding of cycling programme • Cycling programme funded via LTP2 • District and borough council support • Bids also made for external funding • Developer funding (S106)
LTP Target • Average number of cycling trips per weekday across Hertfordshire • Based on past performance, comparisons with other authorities, and realistic levels of achievement

Wider Monitoring • County Travel Survey • Urban cordon counts • School surveys
Programme selection and delivery • Urban Transport Plans • Schemes identified to encourage new cyclists. • LTP Cycle target group • Ranking List being developed taking into account different users types and barriers to cycling • Capital Bids made to cabinet • 2 year delivery process for highway schemes • Softer measures also moved forward (e.g. TravelSmart)
