Lessons Learned • Local expertise: Seeking and using local expertise contributes to ownership • Trust: Seminars started a discussion that continued in other meetings (in Burundi, DRC, Brussels) over the relationship between CSOs and government: confrontation, collaboration • Will vs. Means: technical, financial • Transparency is not always practiced in ACOs • Enforcer vs. Adjuvant: perception of western organizations and experts; the program’s [inadvertent?] breakthrough.
