Infected Premises Operations Induction Avian Influenza
What do we do? Deliver a clean site to the owner/manager efficiently and safely while maintaining bio-security.
Valuation All birds and materials likely to be destroyed are valued for compensation. • Use farm records for numbers & ages • Take photos of exotic/rare species • Record likely materials eg feed, packaging
Destruction Birds are culled using a method that maintains animal welfare & reduces exposure of personnel • Method – eg use of CO2 – see SOP • Maintain feed, water & environment • Risk assessment to be reviewed at start • Maintain records
Disposal Carcasses & materials are disposed of using a method that maintains bio-security & reduces exposure of personnel • Method – eg composting in shed, disposal off site, disposal on site, burning • Limit numbers of people on site • Risk assessment to be reviewed at start • Maintain records
Decontamination Buildings & equipment are decontaminated twice prior to stock introduction • Use an approved method & chemical • Use PPE • Risk assessment to be reviewed at start • Avoid environmental damage • Maintain records
Pest Control Control pests that could transfer virus away from contaminated areas. eg rodents, insects, wild dogs • Identify relevant pests • Use baits in sheds prior to lock up • Co-ordinate eradication (destruction or trapping) of larger wild animals
Auditing Audits check what we say we are doing against what is actually happening. • Check tasks are completed • Check records are completed • Improve effectiveness & efficiency • Improve induction & training programs • Check compliance to risk assessment & regulations • Maintain health & safety
IP Operations Roles - LDCC Responsibilities are listed in Ausvetplan • IP Operations Manager • Coordinators • Valuation • Destruction • Disposal • Decontamination • Pest Control • Audits • Gate Control • Induction & Training • Administration Officer • Clerical Officers
IP Operations Roles - Field • Sector Leader (for every 5-7 SS) • Site Supervisor (SS) • Team Leader (s) • Team Members • Contractors • Owners & managers • Site workers & families • All visitors to the site eg. auditors, vets, safety officers • Gate Control
Considerations Will these impact on how you do your job? • Community – schools, businesses, sport • Environment – run off, dust, air pollution • Political – impact of decisions • Technical – approval required • Social – families, public health, visitors, animal welfare • Economic – local expenditure, trade
Bio-Security Operations are to be performed to ensure the virus is not spread to, from or within the site. • Follow entry/exit procedure – see SOP • Minimal entry of authorised people & equipment • Adherence to ‘no contact’ period with specified livestock after the operations
Health & Safety of People Operations must be performed to maintain the safety of all personnel involved. • Follow OH&S AI field operations procedure – see SOP • Manage risk using risk assessments • Perform audits to check compliance
Personal Disinfection AI can be spread to humans resulting in illness and sometimes death. To reduce the possibility of infection: • Know the virus transfer mechanism • High risk areas – restrict access • Wear and maintain your PPE • Wash hands & face thoroughly • Comply with SOPs & risk assessments
Risk Assessments Risk assessments are conducted by Site Supervisors and Team Leaders for each activity & updated regularly. • Maintain health & safety • Improve work processes • Maintain bio-security • Reduce environmental damage • Minimise impact on community • Maintain animal welfare
Conducting Risk Assessments • Use standard form – see form • Completed or reviewed by Site Supervisor on initial entry to site • Updated when: • activities change • accident or near miss occurs • new issues identified on site or on other sites • Consult owner/manager, team leaders etc. • Notify Sector Leader or LDCC when required
Communication Personnel must communicate clearly & concisely using standard formats to maintain safe & efficient operation. • Report to your supervisor only • Brief & debrief personnel daily - SMEAC • SS to complete SITREP (situation report) daily by 2pm • Use an EVENT LOG • If you don’t know – ASK!
Tracking Personnel & Equipment Personnel & equipment will be tracked using T-cards. • Each resource (person, team or equipment) to have 2 cards – LDCC & at site • Records • Name & contact details • Induction • Training • Relevant skills • Daily work location • Daily duties • Timesheets to be initialed daily by supervisor
Rules of Engagement • Know your job & stick to it • Report to your supervisor • Complete your records • Keep people safe • Follow SOP’s and risk assessments • Finish tasks you start
