If you are asked, I would just encourage parish officials who are interested in using some of their Gustav/Ike parish allocation for coastal/restoration projects to begin drafting descriptions of projects they are considering and providing those to us (Myself, Pat Forbes, KVO, Robin, Lynn or Sandra). We have not received approval of our action plan yet so we can not say with certainty what will be eligible. Then we will conduct outreach over the next few months to outline for parishes what coastal protection work can be funded by CDBG. Environmental Analysis • Considerations: • Estimated direct impacts on bottomland hardwoods and marsh for each of the 4 alternative footprints • All alternatives utilized top 5 ft organic material from adjacent borrow pits to create marsh; resulted in surplus marsh creation over mitigation requirement • More detailed wetland impact study needed for Revised Programmatic Environmental Impact Statement

Findings • Results of Analysis (2008) • Authorized alignment: • Follows the Congressional authorized alignment • Provides risk reduction • Reduces salt water intrusion for the largest project area; therefore, incorporating the most residences and businesses within the system. • 80% of the authorized alignment overlays existing hydrologic barriers so the levee system will cause fewer impacts to the existing water circulation • Confirmed as the best possible alignment • Terrebonne Levee and Conservation District supports construction of authorized project at Post-Katrina 25-year elevations (Alternative 4) • Analysis supports justification for proceeding to Post Authorization Change Report
