Federal Funds that effect what you report • Reserve Officers Training Corp • MYCAA • Health Professionals Scholarship Program • Tuition Assistance (Federal)
Federal Funds that do not affect what you report • Unsubsidized and Subsidized Federal Family Education loans • Unsubsidized and Subsidized Federal Direct Stafford Loans • Federal Perkins Loans • Pell Grants • Federal Supplemental Educational Opportunity Grant
State Funds • State law varies state to state and the school must be sure to issue refunds in accordance with their state law and published policy • VA should always be considered first payer

Other Funds • VA has no authority to provide guidance regarding the impact of receipt of Post-9/11 GI Bill payments on non-federal financial aid • Eligibility or continued eligibility to non-federal financial aid should be coordinated between the recipient and the provider
Reporting Tuition and Fees • You know what affects your reporting of tuition and fees, now you report actual tuition and fees, minus any other federal benefits.
Example of Tuition and Fees • Student is Post 9/11 eligible • Private institution- tuition $325 per credit hour, fees is $752 • Student is enrolled in 12 credit hours for spring 10 (01-10-10 thru 05-12-10) • Student Receives MYCAA in the amount of $2000 for tuition

VA Reimbursement • VA pays via electronic Deposit ACH clearinghouse • Or hard copy check to the school • Tuition and fees payment • Yellow ribbon payment separate • Adjustments prorated up to the reduction or withdraw
Example of Reimbursement • School reports 12 credit hours. • Tuition $3000, Fees $741 • State Maximum tuition $151, max fees $11546.30 • VA pays $2553 • Student was eligible at the 100% rate
Examples why the payment maybe different • Student eligible at a rate less than 100% • Prorated term for adjustment • Prorated for election date • Prorated for entitlement exhausted (max 48 months)
When to return money to VA? • If the student never attended • The student dies during the term • Duplicate payment • Payment sent to the wrong school
Where do we send the refund? • Send Check to: Agent Cashier Muskogee RPO 125 S MAIN ST Muskogee, OK 74401 or Send paper check to: U.S. Department of the Treasury Financial Management Service P.O. Box 51318 Philadelphia, PA 1911-6316 or Electronically via: Automated Clearinghouse to R31 ACH return code.
State Residency/Questions • Do not delay reporting to VA, because student residency is in question. Report what the tuition and fees is currently.
Remedial Online courses • Schools can not certify Remedial course if they are taken by Independent study.
What if the amount I certified is the different than the payment received? • Talk with the veteran, one of the previous issues we talked about affect payment amounts. • The student has the right to appeal the payment amount.
Overpayments/ Debt Management • Two types of debt: Student Debt and School Debt • Once a debt is created we give the student 30 days to resolve the overpayment before we begin collecting payment from other sources.
When a debt exists • Students can arrange for a payment plan • Request a waiver • Or clarify a mistake in the certification of benefits. • Provide Mitigating circumstances
Case Studies • Joe Veteran served in active US Army 08-12-89 through 08-11-03, then went into the US Army Reserves from 08-12-03, called up 12-14-04 through 06-17-05, then retired from the reserves in 09-01-09. He was eligible for MGIB and used 34 months of entitlement. On 08-31-09, the veteran elected to transfer Ch33 to child.

Continued, • School certifies student for 12 hours 01-12-10 thru 05-12-10. School reports tuition as $2400 and fees as $85. The state max tuition is $150 per credit hour. The max fees is $1200. School does participate in yellow ribbon.
Continued, • VA Paid $754.00 for tuition and fees. • Why?
Case Study 2 • Eligibility Established. • 100% Off duty 07/23/09 • 24 months of entitlement remaining • Post 9/11 (elected 8/1/09) • State Max $354 credit hour/ Fees $2356 • No Yellow Ribbon
