Observations • NSA IA organizations must achieve their missions under very demanding conditions: • Budgetary constraints • Ever increasing needs for services • Demanding, complex and interdependent customer needs and requirements • Formal acquisition framework of statutory, regulatory and policy requirements • Meeting these challenges requires NSA to develop creative, flexible and responsive solutions • Small businesses traditionally provide creativity, technology and responsiveness to the marketplace The IA SBC Has the Required Characteristics and Capabilities… A “Bridge” is Needed to Better Connect the NSA IA and SB Communities 4
IASBA Mission • Be an advocate for small businesses supporting the US IA marketplace • Provide the SBC with an identity and “consensus” voice to communicate needs and capabilities more effectively • Collect, aggregate and manage capability, performance and contact data for small business members • Analyze membership data and articulate SBC’s identity and capabilities • Identify and communicate SBC’s needs • Convey mission priorities, funding issues, program challenges and technical challenges to the IA SBC • Educate and advocate the IA SBC to other stakeholders (e.g., large businesses and other IA associations) • Foster the increased and improved interaction among small businesses for providing better and more effective solutions • Concentrate on the NSA IA Mission as a prototype • Expand into other US IA market segments using “lessons learned” from NSA partnership 5
IASBA Organization • Not-For-Profit 501 C(6) association charted in Maryland – July 10th, 2007 • Advocacy and education focus… not marketing or lobbying • Membership - revenues of less than $23M (3 yr. avg.) • Associate memberships - to large businesses, government and academia • Managed by a Board of Directors elected from SBC membership by plurality vote annually 6

Operations Committee Report • Provide an opportunity for direct interaction between the small business community (SBC) and the NSA Information Assurance community • Provide a knowledge exchange between the SBC with the goal of providing a larger community with insight into NSA IA mission challenges. More heads thinking about solutions. • Mentor small businesses with unique skills of interest to the NSA IA mission. • Educate and promote Information Assurance skills and interest within the educational institutions. • Networking between both within the SBC and with our government partners.
Overview of Events • Networking Over Lunch: These events are planned for the lunch hour and are intended to provide the opportunity to enjoy lunch while networking. A guest speaker will lead discussions on topics relevant to the community. • NSA – IASBA Partnership Forums: These events are planned for late afternoon and are intended to provide a mechanism to have good discussion and information exchange between the two represented communities. 16
IASBA EVENTS - 2008 7 May - 2008 Denny Eshoo, Understanding the "Intelligence Community“. Discussed the history of the IC, it’s current composition, oversight, where the dollars are including the President’s new Cyber initiative. 11 June 2008 - Dan Callahan, Selling into the Intelligence Community. Dan is the author of the book: Cracking the Code: The Professional Salesperson's Guide to Penetrating the Intelligence Community. He provided his insight into what it takes to successfully sell into the IC. 16 July 2008 - Vicki Duvan, What Every Small Business Needs to Know About Recruiting. Vicki Duvan is an owner and president of Strategic Resource Group. Vicki has 25 years experience in the recruiting arena. Vickie provided insight into what it takes to successfully identify and close on quality candidates. She addressed the particular challenges facing small businesses in today’s competitive market. 26-27 August 2008 – IASBA Members, MPO Small Business Acquisition Conference. Five members of the IASBA participated in the conference. 24 September 2008 – Panel, MPO Small Business Acquisition Conference Summary. The IASBA participants of the small business acquisition conference briefed the membership on the discussions and actions. Topics included names and contact information for the BA 3 organization, details of the FAR/DFAR affecting T&M contracts, reasons for breaking the one stop process and the move of contractors to spaces outside of NSA proper.
IASBA UPCOMING EVENTS • 29 October 2008 – SBC/MPO Roundtable, 3 - 5 p.m. “Small business issues in a turbulent market”. Each participant will give their view on NSA IA mission priorities, funding issues, programs, challenges, and any insight on how small businesses can better serve this community. This will be followed up with some time for the audience to ask questions and interact with the government participants. • 13 November 2008 – Bob Peksa, DA3C, 11:30 – 13:00, Timbuktu. “NSACost and Pricing”. Bob will speak on cost and pricing best practices, resources available to the SBC for pursuing DCAA audits, and issues associated with price/cost submissions. He will also take questions from the members. • 28 January 2009 – Ken Bricker, Goodman & Co., 11:30 – 13:00, Timbuktu. “Surviving a DCAA Audit”. Ken will address the roadmap to a successful DCAA audit. • 25 February 2009 – Martha Meehan, NSA TS (tentative)TBD • 25 March 2009 – TBD, 15:00 – 17:00, Cyber Initiative

Election Process • Directors. Shall be members in good standing elected at the annual meeting of Members by a plurality vote • Number. Shall be not less than five (5) or more than ten (10) • Term. Directors shall take office at the adjournment of the annual meeting and remain in office for one year or until the following annual meeting of Members • Quorum. The presence, in person or by proxy, of Members representing twenty percent (20%) of the total votes in the Association shall constitute a quorum • Voting. Corporate Members shall be entitled to one (1) vote per Member. Affiliate Members are not entitled to a vote
