BETTER CAREER PROGRESSION TO GROUP ‘A’, ‘B’ & ‘C’ • GROUP ‘A’ - RECRUITMENT TO BE CONTROLLED TO ENSURE PROMOTION ON COMPLETING ELIGIBILITY PERIOD. • GROUP ‘B’ - 50% OF THE POSTS OF JUNIOR SCALE TO BE MADE AVAILABLE FOR PROMOTION OF GROUP ‘B’ TO GROUP ‘A’. • GROUP ‘C’ - DIPLOMA HOLDERS AND GRADUATE ENGINEERS SHOULD BE PROVIDED PROPER CAREER PROGRESSION BY MAKING POSTS AVAILABLE IN GROUP ‘B’ BY FASTER INDUCTION OF GROUP ‘B’ TO GROUP ‘A’.
ATTRITION RATE OF GROUP ‘C’ AND GROUP ‘B’ OFFICERS IN TECHNICAL AND TRAFFIC DEPARTMENTS IS INCREASING DUE TO SLOW CAREER ADVANCEMENT. • NEED BETTER PROMOTIONAL AVENUES FOR RETENTION AND ENHANCING MOTIVATIONAL LEVEL.
RAILWAY IS CONTEMPLATING TO INCREASE THE SHARE OF LDCE (GROUP ‘C’) IN SENIOR SUPERVISOR GRADE TO MOTIVATE MERITORIOUS STAFF BY GIVING BETTER CAREER. THE PROPOSED INCREASE ARE: • TRAFFIC AND COMMERCIAL FROM 15% TO 25% • ALL TECHNICAL DEPARTMENTS FROM 20% TO 35% THUS IT REQUIRES UPWARD MOVEMENT OF GROUP ‘B’ OFFICERS TO MAKE ROOM FOR PROMOTION OF SENIOR SUPERVISORS OTHERWISE THERE WILL BE ALL AROUND STAGNATION & FRUSTRATION IN GROUP ‘C’.
APPRECIATION OF MANAGEMENT FOR INCREASING GROUP ‘B’ SHARE IN GROUP ‘A’ OVER THE YEARS, ADMINISTRATION HAS FELT THAT DUE IMPORTANCE SHOULD BE GIVEN TO THE CAREER PROGRESSION OF EXPERIENCED GROUP ‘B’ OFFICERS. TO MEET THIS OBJECTIVE FOLLOWING CHANGES WERE MADE IN LAST 60 YEARS ON THE RECOMMENDATIONS OF DIFFERENT COMMITTEES AND OBSERVATION OF MINISTER OF RAILWAYS
IN IRPS THE AFOREMENTIONED RATIO IS 50 : 50 RIGHT FROM THE CONSTITUTION OF SERVICE IN YEAR 1975
NEED OF FIXED CADRE • POST BASED ROSTER CAN BE IMPLEMENTED ONLY ON A FIXED CADRE BY IDENTIFYING POSTS AND NOT ON A VARIABLE VACANCY CONCEPT. • TO AVOID ANY DISADVANTAGE / ADVANTAGE TO ANY GROUP (SC/ST). • ASSESSMENT OF VACANCIES IS MADE ON REPLACEMENT BASIS IN POST BASED ROSTER. • TO DELINK THE PROMOTION / RECRUITMENT FROM DIFFERENT STREAMS AND MAKE IT INDEPENDENT.
DOP&T GUIDELINES AND CLARIFICATIONON THE CADRE • DEPARTMENT OF PERSONNEL VIDE OM NO. AB-14017/2/97-ESTT(PR) DT.25.5.98 ADVISED THAT IT IS NECESSARY TO AMEND THE RECRUITMENT RULES TO REPLACE THE WORD “PERCENTAGE OF VACANCIES TO BE FILLED BY VARIOUS METHODS” BY “PERCENTAGE OF POSTS TO BE FILLED BY VARIOUS METHODS”.
DIRECT RECRUITMENT WOULD BE LIMITED TO 1/3RD OF THE DIRECT RECRUITMENT VACANCIES ARISING IN THE YEAR SUBJECT TO A FURTHER CEILING THAT THIS DOES NOT EXCEED 1% OF THE TOTAL SANCTIONED STRENGTH OF THE DEPARTMENT. IT WAS FURTHER CLARIFIED THAT THE OTHER MODES OF RECRUITMENT (INCLUDING THAT OF “PROMOTION”) PRESCRIBED IN THE RECRUITMENT/ SERVICE RULES, HOWEVER, CONTINUE TO BE ADHERED TO AS PER THE PROVISIONS OF THE NOTIFIED RECRUITMENT RULES/SERVICES. (OM NO.2/8/2001-PIC DATED 16.5.2001)
DOP&T THROUGH OM NO.3/19/2002-PIC DATED 21.5.2002 CLARIFIED THAT INSTRUCTIONS ISSUED VIDE THEIR MEMORANDUM DATED 16.5.2001 ARE APPLICABLE TO DIRECT RECRUITMENT VACANCIES, IT WOULD NOT APPLY TO THE VACANCIES IN THE PROMOTION QUOTA. • DOP&T VIDE DO NO.AB-14017/2/2002-ESTT(PR) DATED 28.5.2002 CLARIFIED THAT THE POST BASED ROSTER HAS THE ADVANTAGE THAT IT ENSURES REPRESENTATION OF VARIOUS CATEGORIES AS PER THE PERCENTAGE LAID DOWN IN THE RECRUITMENT RULES/SERVICE RULES. IT IS ALSO NOT NECESSARY THAT AT LEAST 50% OF VACANCIES AT THE JTS LEVEL BE FILLED BY DIRECT RECRUITMENT EVERY TIME POSTS/VACANCIES ARE FILLED AT THIS LEVEL. ATTRIBUTES OF ORGANISED SERVICES ARE THEREFORE NOT ALTERED OR INFLUENCED BY OUR INSTRUCTIONS OF 25.5.98.

TO PROVIDE BETTER PROMOTIONAL PROSPECTS TO GROUP ‘C’ SENIOR SUPERVISORS OF DIFFERENT STREAMS AS THE MERGER OF DIFFERENT SCALES OF GROUP ‘C’ HAS FURTHER REDUCED PROMOTIONAL PROSPECTS. • TO ELIMINATE ADHOCISM IN GROUP ‘A’ DUE TO UNDER RECRUITMENT. • PRESENTLY MORE THAN 2300 OFFICERS ARE WORKING ON ADHOC BASIS IN SENIOR SCALE AND JA GRADE.

IRTS • TOTAL POSTS AVAILABLE FOR INDUCTION IN YEAR 2005-06 & 2006-07 --- 88. • ORDERS ISSUED FOR 83 ONLY. • RESIDENCY INCLUDING ANTE DATING IN GROUP ‘A’ IS AS UNDER: • FROM THE ABOVE, IT IS CLEAR THAT MAXIMUM PEOPLE WHO ARE ELIGIBLE BUT MAY NOT GET SAG ARE ONLY THREE IN TWO YEARS DPC. THIS CAN HAPPEN ONLY, IF THEY GET SAG IMMEDIATELY AFTER GETTING 17 YEARS. IN THIS CASE RESIDENCY IN SAG WILL BE FOR A MAXIMUM PERIOD OF 2 YEARS 5 MONTHS, 3 YEARS 5 MONTHS AND FOUR MONTHS IN THREE DIFFERENT CASES.
