First thing was determining important of missions, then capabilities/tasks and then independently which resources mapped to tasks/missions….so if really important resource mapped to not so important tasks or missions…it will not be given a lot of weight……need to determine importance of mission and importance of resource then together both start to form a picture of what’s really important to accomplish mission.
NEED TO CONSIDER SCALE…LEVELS IN CONTEXT OF LEVELS HIGHER IN THE HIERARCHY CAN QUICKLY EXPAND NUMBER OF INPUTS…INDEPENDENCE BETWEEN LEVELS MAKES NORMALIZING TO 100% POSSIBLE
