ENPI: The new instrument for CBC ► From 2007 CBC at the EU external borders covered under a new financing instrument ► One set of rules applied on both sides of the borders – cover all external borders in East and South ► Over 1.1 billion € to finance CBC in 15 Programmes in East and South ► Build on the Neighbourhood Programmes
ENPI CBC Programming aspects ► Programming horizon: 7 years (2007 – 2013) ► Fully equal (joint) programming and decision making structures ► Financing: combining funding from Cohesion Fund (ERDF) and External Relations budget ► Covered by a single ENPI Regulation and a specific Strategy Paper
ENPI CBC Rational ►Avoid new dividing lines in Europe ► Key element in promoting an area of security, stability and prosperity of the EU and its neighbours to the East and South
Key ENPI CBC principles ► Common benefit • Measures financed under ENPI CBC need to benefit both parties, thus the requirement for joint programmes, joint management and joint projects • ► Partners are equal • - they prepare the programme together • - they jointly designate a single managing authority • - they select together the projects to be financed
ENPI CBC Objectives Builds on four main objectives ► Promote economic and social development ► Address common challenges ► Ensure efficient and secure borders ► Promote people-to-people co-operation
Current co-operation with Russia and Belarus in the Baltic Sea Region Baltic Sea Region INTERREG III B Neighbourhood Programme ►Priority North supports cross-border cooperation on the borders between Estonia, Latvia and Russia. ►Priority South supports cross-border cooperation on the borders between Latvia, Lithuania and Belarus.
Russia and Belarus in the Baltic Sea Region Programme 2007-2013 ►Russia: Murmansk Oblast, Republic of Karelia, City of St Petersburg, Leningrad, Pskov, Kaliningrad, Novgrorod Oblasts for Barents cooperation also: Archangelsk Oblast, Nenets Okrug, Republic of Komi ►Belarus: the whole of the country
Expected Results (1) Fully joint and integrated projects, implemented between actors from partner countries and Member States, both having an equal role in the decision-making process during the preparation, implementation and monitoring of activities
Expected Results (2) ►Meeting the specific priorities of local partners in the eligible border regions, allowing for increased ownership by local stakeholders ►Improving the co-ordination between local, regional and national level development plans ►Contributing to enhanced prosperity, stability and security along the external borders of the EU through strengthened co-operation and contacts across borders
Integration of ENPI CBC specific issues in BSR priorities (1) Priority 1: Fostering of innovations across the BSR Co-operation in areas of SME development, tourism, trade as well as broader economic and regional development
Integration of ENPI CBC specific issues in BSR priorities (2) Priority 2: External and internal accessibility of the BSR Development of joint strategies for future regional transportation (feasibility studies, investment proposals for larger-scale investments)
Integration of ENPI CBC specific issues in BSR priorities (3) Priority 3: Management of the Baltic Sea as a common resource Environmental protection, waste treatment and management, energy issues, institutional co-operation in border-related aspects and civil protection
Integration of ENPI CBC specific issues in BSR priorities (4) Priority 4: Promoting attractive and competitive cities and regions Public health issues and social affairs (incl. communicable diseases), integration of national minorities, disabled people, youth, regional development (incl. small/medium cities development), tourism, institutional co-operation, capacity building and training, cultural heritage and educational co-operation
