Key Findings • Paradox of poverty • Failure of governance in the region • Conflicts & youth restiveness • Environmental degradation • High level of development disparity at the local level • Development reality does not reflect the HDI
Human development agenda • A Seven-Point Agenda was proposed • Agenda 1: Promote peace as the foundation for development • Agenda 2: Make local government effective & responsive to the needs of the people • Agenda 3: Improve & diversify the economy • Agenda 4: Promote social inclusion & improved access to social services • Agenda 5: Promote environmental sustainability to preserve the means of people sustainable livelihood • Agenda 6: Take an integrated approach to HIV&AIDS • Agenda 7: Build sustainable partnership for the development of human development
Influencing Policy • Advocacy tool for influencing NEEDS2 and 7-Point Agenda of the Federal Government • Decentralized derivation policy at sub-national level promoted • Intensification of SCR of oil companies • Promoting M&E framework –consultation group • Changed government approach from militancy to dialogue • Increased donors support in the region
Lessons and Conclusions • Data is a major challenge - NBS • Making HDI to reflect the practical reality of poverty and deprivation – governance, infrastructure & social exclusion • Leadership matters in influencing policy • Know your real audience
