  1. Status and priority needs for improvement of the Road Safety on Highway-DPR Korea Regional Expert Group Meeting on Improving Road Safety on the Asian Highway, 21-22 June 2007, Bangkok Ministry of Land and Environment Protection, DPR Korea June, 2006

  2. Government policy for the improvement of road safety • It is the top government policy to safeguard the lives of the people in overall management and activities. • Road and traffic safety issues are reflected in the legislations, and a number of measures are taken to ensure and/or improve the road safety -road law -transport and traffic law - detailed regulations for enforcing the laws

  3. Government efforts to improve the road safety △ In development and maintenance of the roads (for highway roads) • Ensuring the designing and construction of highway roads without sidewalk and bicylce-sideroad to not permit the access by pedestrians and bicyclists. • Measures of road/traffic safety in accident-prone locations; installation of safety fence and signs in road curves, regular monitoring and maintenance • Campaign period for road maintenance and road safety in each spring and fall to improve and repair the road safety facilities/infrastructures - problems • Weakness in controlling the access by pedestrians and bicyclists to the highway roads, creating still risks of accidents • Ineffective enforcement of regulations for road safety.

Government efforts to improve the road safety △ in safety of traffic • Regular technical inspection on all types of vehicles • legal enforcement on wearing helmets, seat belts and compliance with speed limit • Registration system of all vehicles and their information database • Collaboration with relevant agencies including Public Safety Agency in joint survey on roads for traffic safety and improving the safety measures △ others • Public awareness to improve the knowledge on road safety through TV, publications and other mass media • Awareness raising of children on basic road safety knowledge • International support- workshop on road safety conducted last year with the support from UNESCAP

  5. Problems related to improvement of road safety • Existing strategy for road safety is not in harmonization with the regional and international compliance with the international goals and not properly implemented due to the lack of appropriate resources • Lack of proper technical knowledge on road safety in road development and maintenance sectors • Lack of scientific information database for improvement of road safety (traffic monitoring and information on accidents and risk locations, and etc.) • Shortage in provision of material/equipment and advanced technologies for road safety

  6. Priority issues and investment needs for improvement of road safety • Development of national strategy and action plan for improvement of road safety in line with the international goals. • Establishment of computerized information system for road safety improvement and creation of proper human and technological capacities for it. • Demonstration and replication of road safety improvement in highway roads of AH network as a model of road safety. • Technology transfer and exchange of experiences as well as cooperation with other countries in relation with the road safety improvement
