Only food in hands of industry chiefs → stockpile/rotting→ starving tribe members Rulers implement relief tax → chiefs:1/100 fish → anyone who eats fish: .02 of 1 fish → rations resume Demented tribesman → suggests work other than main 3 → change to rules of wise old men → threatened & silenced Teacher → teach solutions to crisis in school. Response: Teach students how to learn not what to learn (even if it could help improve crisis) Long term effects: Schools receive half number of fish (resources) than in past
