  2. Introduction • Library should have good selection of periodicals. Periodicals should be selected carefully, keeping in view the requirements of the users. 1.Prepring Comprehensive list of periodicals in the field of subject interest and allied subjects. 2. opinions of the experts. 3.selection should be done keeping in view the requirements of the library. • Librarians need to procure documents of various types and in physical forms in order to develop balanced and up-to-date collections. Each library has the capacity to procure small fraction of the available library materials. Selection is the only way out of this problem. The word selection therefore, implies the choice of materials for developing meaningful collection.

  3. Selection principles. • The general principles of periodical selection do not very much from those governing the section of books. The factors governing the selection of periodicals depend on: • The financial resources of the library • Periodicals already taken • The scope of the library • Demands of the readers. • Whether the title easily available elsewhere

  4. Procurement of periodicals • Gifts / Donations • Exchange • Deposits • Purchase • Except for the purchase, the means of procurement are common for both books and periodicals.

  5. Acquisition through purchase • There are two methods for ordering of periodicals. • direct subscription method. • agency method • In the first case the library places orders with the publisher directly. • Whereas in agency method agents are involved.

  6. Direct Subscription method for subscription of journals There are several reasons why libraries deals with Direct subscription method. • It is faster than dealing through agents. • Through this method library need not have to pay any service charges • It is More efficient as prompt delivery. • In case of non-supply it can be brought to the notice of the publisher and can be rectified. • It is less risky and more safe to pay advances to the publishers than to the agent. • Some publishers will not accept agents • Many governmental and institutional publications are available only as gifts and exchanges. Agents will not take up the supply of these items.

  7. Disadvantages of direct subscription method • More administrative work • More postage charges • Need to deal with foreign exchange

  8. Agency Method for subscription of journals • Another method from direct subscription is agency method. In agency method the subscription agent is a person or firm acting as a liaison between the subscribing library and publishers. Such an agency is called as vendor or dealer. • This method involves the appointment of a subscription agent for one financial year on the mutual agreed terms.

  9. Advantages of Agency method The advantagesof agency method are: • A lot of administrative work can be avoided. • Agents are more familiar with the individual publishers than the library and they can act accordingly. • The agents who offer to charge fewer amounts in the form of handling charges give satisfactory services. • Due to cutthroat competition in the trade the agents compelled to compromised and offer lower rates then others.

The disadvantages of agency method are: • Most of the Agents are not honoring the contractual agreements between the library and themselves. • In agency method agents take handling charges and hence it becomes more expensive than Direct subscription method. • The agents will not allow discounts allowed by the publishers. • All the agents are not honest, they misuse the subscription paid to them, either by not forwarding them or doing it very late creating unending problems for the libraries. • Some agents will not remit the subscription amount to the publishes in time although they have collected the amount from the library. The publishers will resume the supply only when they receive the payment from the vendors. Here also there is the risk of incomplete volumes.

Terms and conditions for the supply There are some terms and conditions for subscription through an agent. • Trade discounts admissible • Handling charges payable • Conversion rates for foreign currencies • GOC Rates and Bank rates • Post-free supply of journals • Supply of title pages and index of completed pages • Supply of supplements if any. • Guarantee for the replacement of missing issues or refund of the cost of such issues

  12. Conclusion • Periodicals are the major source for the library when it gives special services to its users. So that a librarian should know the procedures of subscribing the periodicals and must have the knowledge of policies for subscribing the Indian and foreign periodicals. In this sense he has to study the policies and procedures in-detail in order to serve his users information needs for providing better service.
