Policies Combining Policies and Objectives • In order to • Work on an equal footing with the most developed countries • Cooperate and contribute to the development of less favoured regions of the world, Erasmus Mundus 2009-2013 has an overall budget of almost 1 billion euros • 493.69 Million EUR for Actions 1 and 3 (from the EU’s Education Budget) • About 460 Million EUR for Action 2 (from different external relations instruments: ENPI, DCI, IPA, ICI, EDF)

  7. Combining excellence and cooperation EM 2009-2013, a unique Community Action Programme in Higher Education that combines EU internal and external policies. During EM 2009-2013 Excellence will be reinforced with an increased focus on Specially designed Joint Programmes at postgraduate level Quality Assurance, empowerment and governance of European HEIs Services offered to international students Tighter links with the socio-economic sectors International cooperation will be reinforced by Closer links between European and third country HEIs in Actions 1 and 2 Mobility flows of students and university staff between European and third country HEIs EM 2009-2013: Key Elements (c)

One programme – Three Actions • Action 1 • Support for high quality Joint Master Coursesand Doctoral Programmesoffered by a consortium EU and possibly Third Country HEIs • Scholarships/Fellowships for Third Country and EU students/doctoral candidates respectively to follow these EM Joint MC and DP • Short-term scholarship for Third-Country and European academics to carry out research/teaching assignment as part of these joint master programmes • Action 2 • Support for the establishment of cooperation partnerships between European HEIs and HEIs from targeted Third Countries with the objective of organising and implementing individual mobility arrangements between EU and TC partners • Scholarship of various length (depending on priorities/level of studies) for EU and TC individuals (students, scholars, researchers, professionals) • Action 3 • Support to transnational initiatives, studies, projects, events aiming at enhancing the attractiveness, profile, accessibility of European Higher Education in the world

Integrated joint study / research programme at masters or doctorate level implemented by a consortium of HEIs (min. 3 EU Countries) Jointly designed study/research programme Joint application, selection and assessment criteria Joint students registration and admission conditions Programme content fully recognised by all partners Mandatory mobility periods in at least two of the countries represented in the Joint Programme Double, multiple or joint degrees to all successful students / doctoral candidates If selected, funded for five consecutive editions of the joint programme Action 1 – Joint Programmes (JP)(b)

Integrated scholarship scheme for Third country students at Masters level 24.000 € / year European students at Masters level 10.000 € / year (+ 3.000 € mobility grant if applicable) European and Third country scholars in the joint master up to 14.400 € for 3 months European and Third country doctoral candidates 60.000 to 130.000 € for three years depending on the research area (lab. / not lab.) and the enrolment model (i.e. stipends or employment contract) The scholarship includes Participation costs (e.g. tuition fees), travel costs, insurance and living allowances Fundingis also provided for the consortium management costs 30.000 € / course edition at masters level 50.000 € / doctoral programme edition Action 1 – Joint Programmes (JP) (c)

Continuation of the Erasmus Mundus External Cooperation Windowscheme Funded by different financial instruments Specific objective: To foster structured institutional co-operation in the HE sector between European Union and Third Countries through the implementation of bilateral exchanges (mobility scheme) of students and university staff for the purpose of studying, teaching, training and research. Award of mobility scholarships: at all levels (from undergraduate to post-doc; incl. professors or professionals), for variable durations, in a variety of disciplines priorities defined in consultation with the Third Country/ies concerned Action 2 - Erasmus Mundus Partnerships (a)

Eligible applicants: HEIs from EU / EEA /candidate Countries Partnerships composed of At least 5 EU HEIs (representing 3 different countries) At least 1 HEI from each of the Third Countries covered by the targeted geographical area Maximum 20 HEIs Funding composed of Lump sum to cover the partnership’s administrative costs 10.000 € / participating HEI (200.000 € max.) Individual mobility scholarships for students and staff (including travel, insurance, living allowances and, if applicable, tuition fees) Variable amounts in accordance with the type of beneficiary and length of the mobility (e.g. 1000 € / month for students living allowances) Action 2 - Erasmus Mundus Partnerships (b)

How to obtain a scholarship Selection of students & academic staff is the responsibility of the selected partnerships The student / scholars selection criteria must: be common to all members of the partnership be communicated to potential applicants in advance comply with the principles of transparency and equality of treatment Target groups Group 1: Students and academic staff registered in a university member of selected consortium Group 2: Nationals of an eligible third country, enrolled in (or having obtained a university degree from) a university of these countries, but not member of the selected consortium Group 3: Nationals of an eligible Third Country in a particularly vulnerable situation (e.g refugees, asylum seekers) or socio-economically disadvantaged groups Action 2 - Erasmus Mundus Partnerships (c)

Type of activities : Funding for « Attractiveness projects » (including internationalisation of Erasmus Thematic Networks) Grants for the promotion of Erasmus Mundus by National Structures (restricted Calls) Studies, Calls for Tender (e.g. Quality Assurance for Masters Courses, Cluster meetings, etc.) Support to the EM Alumni Association activities No open call for proposals in 2009 ! The Application and selection procedure Involvement of a variety of actors • The Executive Agency checks eligibility and selection criteria • The EM National Structures check eligibility of • European HEIs without an ERASMUS Charter • Recognition status of degrees awarded in the context of “Action 1 - Joint Programmes” • The EU Delegations in third countries • check the eligibility status of the third country HEIs involved (in Action 1 and 2 proposals) • Assess the relevance of the proposals in accordance with the regional priorities • Independent Experts assess the quality of the proposal in relation with the award criteria
